From March 1, 2025, following the direction of the Ministry of Public Security , Quang Ninh Provincial Police officially implemented the 2-level local police model, without organizing district-level police. 4 months later, on July 1, 2025, the district-level government was officially dissolved, and the commune-level police were rearranged according to the new commune-level government model after the merger.
Previously, when instructing commune-level police and professional units to implement new content, the Provincial Police would send paper documents or electronic documents. The exchange of information (if any) must either be in writing or directly implemented, and instructions would be given as soon as the information arose, causing the processing process to be prolonged and affecting work progress.
In that context, officers and soldiers of the Personnel Organization Department (Provincial Police) have researched and built a "Digital Dictionary" system in organizational work. The application of this system in practice has created many advantages for units in the implementation process, because they can proactively look up necessary information.
Lieutenant Colonel Bui Thi Hien, Deputy Head of the Personnel Organization Department (Provincial Police) said: Practice shows that the traditional method of transmitting information is no longer timely and ineffective in the current situation. Therefore, it is necessary to study a new method that is a "string" connecting and linking the Provincial Police with professional units and commune-level police into a continuous system, providing systematic and detailed guidance on issues related to personnel organization. Based on that, the police of professional units and communes can immediately implement it, implement it systematically and effectively, without having to rely on the guidance of the Personnel Organization Department.
The “digital dictionary” in organizational work is just one of 154 products and tasks of science and technology development, innovation and digital transformation registered by professional departments and commune-level police in Quang Ninh to implement in 2025, in order to implement the direction of the Ministry of Public Security and the Provincial Police.
As soon as the Politburo issued Resolution 57-NQ/TW (dated December 22, 2024) on breakthroughs in science and technology development, innovation and digital transformation, the Provincial Police Department has implemented synchronously and drastically with the spirit of "5 clear" (clear people, clear work, clear responsibility, clear time, clear efficiency). From there, 16 targets and 47 tasks assigned by the Provincial Party Committee and Provincial People's Committee were identified and 113 tasks were taken care of according to the functions assigned by the Ministry of Public Security.
With great determination, 100% of professional departments and commune-level police in the province have registered products and tasks for science and technology development, innovation and digital transformation. To date, 18 tasks of the units have been completed and put into practical application, helping officers and soldiers to be proactive in handling work, minimizing errors, shortening processes, and increasing efficiency in serving the people.
Lieutenant Colonel Mai Van Anh, Deputy Head of the Fire Prevention and Rescue Police Department (Provincial Police) said: When applying science and technology and digital transformation in propaganda work, people access information faster. Because not only expressing according to the traditional method of providing one-way information, but the unit has also created short clips broadcast at accommodation establishments, animated films broadcast on YouTube, organized competitions combining theory and practice related to fire prevention and fighting skills. When the content and form of expression are more novel and attractive, targeting different audiences and ages, it will increase the interaction of the people. After more than 1 year of implementing the new propaganda method with technology application, we have seen that people's awareness of complying with the law on fire prevention and fighting has been promoted and improved.
