Digital transformation from each grassroots party organization and party member

Resolution 57-NQ/TW affirms that digital transformation is a key driving force for Vietnam's sustainable development. In Hanoi, Tay Ho district is taking the lead, strongly spreading the spirit of innovation, building digital government and digital society closely linked to practical benefits for the people.

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo identifies the development of science, technology, innovation and digital transformation as a prerequisite for our country to develop richly and strongly in the new era; requires Party committees at all levels, Party organizations, cadres and Party members to be pioneers, set examples, raise awareness and determination, develop science, technology and innovation, carry out digital transformation in the entire political system, people and businesses, creating trust and new momentum in society.

Following the Politburo 's direction in Resolution No. 52-NQ/TW dated September 27, 2019 to proactively and actively participate in the Fourth Industrial Revolution, Party committees and grassroots organizations have piloted digital transformation in agencies and units. When Resolution No. 57-NQ/TW was issued, the spirit of implementation was stronger, and digital transformation became a widespread movement in departments, branches, and localities.

Tay Ho District is one of the pioneers in digital transformation in Hanoi. Implementing Resolution No. 18-NQ/TU dated December 30, 2022 of the Hanoi Party Committee on digital transformation, Tay Ho District Party Committee issued Plan No. 142-KH/QU dated April 3, 2023 to implement digital transformation, build a smart Tay Ho district by 2025, with a vision to 2030; mobilize resources to focus on building digital government, digital economy , digital society, creating momentum and strength for socio-economic development.

The goal in 2025 is that all units in the district will have a digital data platform that is fully used in all government activities; 100% of businesses will use electronic invoices; 80% of adults will use smartphones, and the internet will cover 90% of households. The rate of adults with electronic payment accounts will reach more than 50%; 80% of digital governance models will be deployed in educational institutions. The Party Committee's direction, management and operation processes will be digitized and connected, ensuring quick and smooth leadership and direction. All departments and offices will handle work on a digital platform, using digital signatures. Administrative procedures will provide online public services throughout the process, free of charge for the people...

According to Chairman of the District People's Committee Nguyen Dinh Khuyen, all wards have identified the priority tasks as raising people's awareness of digital transformation, making it accessible to all subjects; mobilizing businesses and units in the area to continue the subsidy program, creating conditions for people in difficult circumstances to buy smartphones; organizing digital transformation training for people in the area; launching emulation movements in residential communities and residential groups.

Implementing the Central Government's policy on streamlining the apparatus and building a project to merge wards, local Party committees and authorities have established a digital communication channel with the people, installed the Capital Digital Citizen application - iHanoi, and the Zalo system has been expanded to each residential area to promptly record people's comments. Meetings were held online, thanks to digital transformation, in just two days, the district completed collecting people's opinions on the plan to reorganize into two ward-level administrative units, Tay Ho and Phu Thuong, with a consensus rate of 99.2%.

In 2024, Xuan La Ward is the most outstanding unit of Tay Ho District in administrative reform and digital transformation. The ward has more than 8,000 households, about 30,000 people. Promoting the exemplary spirit of about 1,200 party members operating in the area, Xuan La Ward Party Committee has established a Digital Transformation Board, assigned tasks to the Party cell secretaries of residential groups, and established 17 community digital transformation teams with 116 members focusing on digitalization in residential areas.

Comrade Tran Duy Tan, Secretary of the Party Cell of Residential Group 12, said: “In the beginning, some people did not realize the importance of digital transformation, and did not agree to use smartphones and participate in Zalo groups of residential groups. After working hours, the ward leaders, together with the Party Cell Secretary, mass organizations, and ward police, divided into groups to go to each alley, knock on each door, and tirelessly instruct people to install technology applications day and night. After 15 days of effort, most people changed their awareness, agreed, and installed some technology applications on their smartphones.

Currently, people aged 15-60 carry out administrative procedures online at home; retirees receive salaries and social insurance benefits via bank transfer…” Expressing his satisfaction with using digital technology applications, Mr. Tran Van Mon, residential group number 5 said: “Digital technology is closely linked to people’s interests because it solves work quickly, saves time on travel, and at home, you can use your phone to handle many things.”
