The Cao Thang - Tien Phong road upgrade and renovation project spans nearly 5 km in length and 7 m in width, running through the communes of Cao Thang, Chi Lang Nam, Chi Lang Bac, and Hong Phong. The total project capital exceeds 45 billion VND. This is a crucial road, contributing to the socio -economic development of the southwestern communes of Thanh Mien district. The project began implementation at the end of 2020 with the joint efforts and cooperation of hundreds of households.
Bang Bo village in Cao Thang commune has over 100 households with approximately 3,000 square meters of land subject to expropriation for the project. This is the starting point of the road, so land clearance is being implemented earliest. According to Ms. Do Thi Duom, Party Secretary and Head of Bang Bo village, recognizing the importance of the project, the village has actively carried out propaganda and mobilization efforts. With high levels of consensus and agreement, within just two weeks, more than 100 households voluntarily donated land and relocated boundary walls, gate posts, and other structures.
The enthusiastic support of the people of Bang Bo village became a great source of encouragement for other localities. The movement to donate land for road expansion took place with great enthusiasm along the entire route, with over 300 households participating. In early 2022, the Cao Thang - Tien Phong road was officially put into use, one month earlier than planned.
During the period 2022-2024, Thanh Mien district invested over 95 billion VND to upgrade and renovate 7.8 km of district road 195. Recognizing that land clearance is a prerequisite for the project's progress, Thanh Mien district actively mobilized, publicized, and disseminated land policies and laws, as well as the project's significance, to households whose land was to be acquired. Difficulties and obstacles encountered during implementation were promptly addressed by the district, contributing to strengthening public trust. Therefore, despite the lack of compensation and support funds for land clearance, in phase 1 of the project, 183 households voluntarily donated land for the road, totaling 8,730 m2. This included 390 m2 of residential land and the remainder being agricultural land.
Currently, the project to upgrade and renovate District Road 195 is entering phase 2, covering a length of approximately 4.5 km. To date, land clearance has been largely completed. The construction unit has implemented 85% of the work, ensuring the set schedule is met. This success is largely due to the cooperation and support of nearly 140 households in the communes of Le Hong, Doan Ket, and Hong Quang. Notably, Mr. Nguyen Van Nua, Party Secretary and Head of Thu Phap village in Doan Ket commune, exchanged nearly 700 m2 of agricultural land with Mr. NVH's family. Mr. Nua handed over the entire area to the commune authorities for the implementation of phase 2 of the project.
Double effect

Ngo Quyen commune is traversed by District Road 195 and the Binh Xuyen - Ngo Quyen - Tan Trao road. Both roads have long been in disrepair, hindering transportation and trade. To boost Ngo Quyen's development, in 2022, Thanh Mien district simultaneously implemented upgrades and renovations to these two roads with a total investment of over 100 billion VND. Following the principle of "the State and the people working together," Ngo Quyen commune mobilized the entire political system. 178 households within the project area were encouraged to donate land for road expansion.
"Most households are aware of the role and importance of the project and wholeheartedly support it. Some households even voluntarily dismantled valuable structures to ensure the project could be implemented on schedule. Since the upgrading and renovation of District Road 195 and the Binh Xuyen - Ngo Quyen - Tan Trao road, many opportunities for economic development have opened up for the people in the commune. The face of the new rural area in Ngo Quyen is becoming increasingly spacious, clean, and beautiful," said a representative of the Ngo Quyen commune leadership.
From 2020 to the present, Thanh Mien district has implemented many key transportation projects with "zero" land acquisition costs. Typical examples include the upgrading and renovation projects of Cao Thang - Tien Phong, Binh Xuyen - Ngo Quyen - Tan Trao roads, District Road 195, and the main road of Hong Phong commune (connecting from Provincial Road 392B to Cao Thang - Tien Phong district road). These projects are significant in strengthening regional connectivity and gradually completing the transportation network according to the plan. In addition, they help reduce congestion on key transportation routes, curb traffic accidents, and create momentum for socio-economic development in the localities.
"The collective efforts and solidarity of the people have contributed to accelerating the project's progress, especially in saving costs for the local budget. This is a prerequisite for the district to balance and allocate capital harmoniously among projects and sectors, ensuring synchronized and effective investment. Through this, it contributes to the successful implementation of the Resolution of the Thanh Mien District Party Congress for the 2020-2025 term," said Mr. Nguyen The Tai, Chairman of the Thanh Mien District People's Committee.
