The purpose of this plan is to institutionalize and fully, seriously, and effectively implement the mechanisms and policies stipulated in Resolution No. 189/2025/QH15; to ensure compliance with the directives and requirements of the National Assembly regarding the tasks assigned to the Government in Resolution No. 189/2025/QH15; to concretize the policies and solutions approved by the National Assembly through guiding legal documents to create a complete legal framework, facilitating the implementation process and mobilizing resources for the project. At the same time, it clearly defines the authority, responsibilities, and work progress of ministries, sectors, and localities.
Issuing the Master Plan for the Development of Nuclear Power Infrastructure by 2026
The resolution outlines 10 specific task groups for ministries, sectors, and localities to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant construction projects, as follows:
Regarding the assignment of investors to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, the Ministry of Industry and Trade , in coordination with relevant ministries and agencies, submitted a directive to the Prime Minister for issuance in April 2025.
Regarding the signing of international agreements with partner countries for the implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, the implementation plan requires:
The Ministry of Industry and Trade, in coordination with relevant ministries and agencies, has submitted a directive from the Prime Minister agreeing in principle to negotiate international treaties with partners as a basis for negotiating agreements on the implementation of the Ninh Thuan 1 nuclear power project in May 2025; and striving to complete negotiations for the Ninh Thuan 2 nuclear power project by September 2025.
Simultaneously, the Ministry of Industry and Trade, in coordination with relevant ministries and agencies, EVN, and PVN, will organize negotiations to finalize procedures and proceed with signing international agreements with partners on investment cooperation for the construction of the two projects; striving to complete the Ninh Thuan 1 Project in September 2025 and the Ninh Thuan 2 Project in December 2025.

In addition, the Ministry of Finance will lead negotiations to finalize procedures and sign international agreements with partners regarding credit provision for the two projects; the goal is to complete this by September 2025 for the Ninh Thuan 1 Project and by March 2026 for the Ninh Thuan 2 Project.
Regarding the completion of nuclear power infrastructure in accordance with IAEA guidelines, the Ministry of Science and Technology is tasked with leading and coordinating with the International Atomic Energy Agency (IAEA) to complete the infrastructure assessment report of the IAEA's Integrated Nuclear Infrastructure Assessment Mission (INIR) in 2025. Simultaneously, it will lead and coordinate with relevant ministries and agencies to develop and submit for promulgation the Master Plan for the Development of Nuclear Power Infrastructure; and research participation in necessary multilateral international treaties in the field of atomic energy. The goal is to complete this by 2026.
In addition, the Ministry of Science and Technology is also tasked with leading the review and amendment of Decrees and Circulars related to the Atomic Energy Law concerning nuclear power plants, and this must be completed within 2025.
Establish an inter-agency task force to monitor the implementation of measures to prevent and combat corruption, waste, and negative practices.
Regarding project implementation, EVN and PVN will submit proposals for adjusting the investment policy of the project to the competent authorities for consideration and approval; striving to complete this during the National Assembly session in October-November 2025 (for Ninh Thuan 1 Project) and no later than May 2026 for Ninh Thuan 2 Project. Subsequently, the State Appraisal Council (chaired by the Ministry of Finance) will appraise and submit the investment project and site approval documents to the Prime Minister for approval in 2026. Relevant ministries, sectors, and agencies will appraise and approve the documents; carry out construction and put the project into operation according to the approved feasibility study.
The plan also mandates the People's Committee of Khanh Hoa province to make efforts to quickly implement the relocation, resettlement, and land clearance process.
The Ministry of Science and Technology is participating in the implementation of the project to disseminate information about the policies and tasks of nuclear power development. This task will be carried out as required during the project implementation process.
Regarding human resource training, the Ministry of Education and Training is tasked with leading the development and submission to the Prime Minister for approval of the Nuclear Power Human Resource Training Project, which will then be implemented immediately.
Throughout the investment and construction process of the project, EVN, PVN, and related agencies are responsible for managing and utilizing capital and resources in a way that ensures efficiency, prevents corruption, waste, and negative practices, and guarantees national defense, security, social order and safety, radiation safety, and environmental protection.
According to the Plan, an inter-ministerial task force comprising representatives from ministries and agencies (including the Ministry of National Defence, the Ministry of Public Security, the Ministry of Finance, the Government Inspectorate, and the State Audit Office) will be established in 2026. This task force will be responsible for monitoring and ensuring the implementation of measures to prevent and combat corruption, waste, and negative practices during the project implementation process.
