This morning, there was heavy rain in Hue city, total rainfall from 1pm on October 25 to 4am this morning was generally 250-450mm, some places were higher such as Bach Ma peak 1,426mm, Khe Tre 700mm, Huong Son 589mm, Thuong Quang 585mm, Huong Phu 574mm.

Due to heavy rain, irrigation and hydroelectric reservoirs upstream must increase flood discharge regulation. Currently, Huong Dien Hydroelectric Plant has an inflow of 3,795m3/s; the discharge to downstream is 1,799m3/s. Binh Dien Hydroelectric Reservoir has an inflow of 4,154m3/s; the discharge to downstream is 2,655m3/s; Ta Trach Reservoir has an inflow of 6,921m3/s; the discharge to downstream is 423m3/s.


At 5am this morning, the water level on the rivers in Hue City was rising rapidly. Of which, the Huong River at Kim Long station had a water level of 2.91m, 0.59m below alert level 3; the Bo River at Phu Oc station had a water level of 4.04m, 0.46m below alert level 3. Hue City has issued an emergency warning notice as the water level of the Huong River and Bo River is expected to continue to rise and reach above alert level III by noon today.

Heavy rain combined with water from irrigation and hydroelectric reservoirs flowing downstream caused widespread flooding in low-lying communes and wards in Hue City. This morning, many roads in the center of Hue City were deeply flooded, cutting off traffic. The highest water level on Ngo Duc Ke, Nguyen Chi Dieu, Dang Dung, Le Van Huu... streets was 0.5m. Phan Anh, Hai Trieu, To Huu, Ha Huy Tap, Doan Lanh, Le Quang Dao, Nguyen Huu Tho, Hoang Van Thu... streets were flooded from 0.3-0.5m.


In An Cuu Ward, Hue City, last night, An Cuu Ward Police, along with the local Security Team, local authorities and local forces, went to each house on Nguyen Huu Canh Street - the deepest flooded area in the locality to help people evacuate to safety.
Major Nguyen Tan Phuoc, Chief of An Cuu Ward Police, said that through direct inspection and screening on Nguyen Huu Canh Street, during the evening and late night yesterday, the unit's officers and soldiers, along with other forces, assisted in evacuating 6 households of 12 people and 50 students in boarding houses in low-lying areas with deep flooding.

“At deep flooded areas with fast flowing water, officers and soldiers of the unit used boats and vehicles to help evacuate people and students whose houses and boarding houses were deeply flooded to safe places. At the same time, working groups of the ward police also supported people in flooded areas to raise their properties and propagated people to proactively respond to heavy rain and floods,” Major Nguyen Tan Phuoc shared.
To proactively respond to heavy rain and widespread flooding, the Hue City Police Department has directed police units and localities to proactively prepare plans and be ready to mobilize maximum forces and means to help people respond to natural disasters.

Implementing the "4 on-the-spot" motto, the police of 40 communes and wards in Hue City have fully prepared food, clean water, medicine, generators and rescue vehicles. In coastal areas, low-lying areas, areas at risk of landslides and flash floods causing separation and isolation, the police force of communes and wards coordinate with local authorities to develop plans to evacuate people to safe places; ready to support local people when requested. At the same time, barriers and warnings of danger are deployed on deeply flooded roads to ensure safety for people and vehicles.
To ensure safety, the Department of Education and Training of Hue City has announced that students in the city will be off school today due to heavy rain and widespread flooding.
