The number of cases is increasing, the quality of legal aid cases is improving.

In order to provide information on legal aid services (LAY), raise awareness of people, especially vulnerable groups in society, about the right to access justice and legal support when facing difficulties, in recent times, the State Legal Aid Center of Thanh Hoa province has regularly promoted and strengthened communication work on LAY in many forms.

Thanks to that, the number of legal aid cases increased and the quality of the cases improved.

Thanh Hoa is a province with a large area, a large population and diverse geographical conditions, transportation... Meanwhile, TGPL activities are highly specialized in their profession, requiring close contact with the people, especially vulnerable groups residing in remote areas, areas with particularly difficult socio -economic conditions.

At the same time, the TGPL must coordinate promptly with the agencies conducting the proceedings and relevant agencies in the investigation, prosecution and trial activities. Therefore, since the operation of the 2-level local government, communication activities on TGPL have continued to be promoted to suit the practical situation.

The 6 branches located in the districts previously continued to be assigned to be in charge of the old areas. The branches were located in suitable communes to ensure that the legal aid work reached the beneficiaries quickly and promptly.

Specifically, branch number 1 is located in Hoi Xuan commune; branch number 2 is located in Ngoc Lac commune; branch number 3 is located in Tinh Gia ward; branch number 4 is located in Nhu Thanh commune; branch number 5 is located in Kim Tan commune; branch number 6 is located in Thuong Xuan commune. Information about the center and its branches is widely publicized for people to grasp when needed.

According to statistics, from 2018 to the end of 2024, the Provincial State Legal Aid Center coordinated with localities to organize 969 communication sessions on legal aid, installed 613 information boards on legal aid; compiled 1,216 columns to broadcast on radio stations of particularly disadvantaged communes, villages and hamlets; compiled and printed 18,000 legal aid handbooks; 12,000 legal aid information sheets; compiled and printed hundreds of thousands of legal brochures.

Every year, the Legal Aid Center coordinates with press agencies to produce news articles and reports on Legal Aid activities; maintains a hotline on Legal Aid or through other agencies to introduce subjects to the center.

Also during this period, 100% of the People's Committees at the commune level, the agencies conducting the proceedings in the whole province and 100% of the reception offices of the People's Committees at the old district level have installed information boards on legal aid; 100% of the headquarters of the old provincial and district courts have posted notice boards with the list and phone numbers of the legal aid officers on duty at the court.

The effectiveness of communication activities on TGPL has helped many people know and seek advice and assistance from the center when they have legal problems. The number of cases involved in litigation by legal aid officers has increased significantly.

From 2018 to the end of 2024, the Legal Aid Center has handled 7,458 cases, of which 7,361 cases involved litigation (accounting for 98.7%), the rest were consulting and non-litigation representation cases. In the first 6 months of 2025, the center received and handled 941 cases, of which 315 cases were completed, an increase of 19 cases over the same period.

The number of cases has increased, the quality of legal aid cases has improved, many cases of effective assistance have been handed down, people receiving legal aid have been sentenced to lighter sentences than recommended, have their sentences transferred to lighter punishments, or have been exempted from criminal liability or punishment.
