The heavy rain continued to pour down, leaving Hoi An ancient town submerged in a gray blanket of water. The Hoai River rose rapidly, overflowing Bach Dang, Nguyen Thai Hoc, and Tran Phu streets, creating strong currents in the middle of the ancient town. Many households had to move their belongings to higher ground, while some opened their doors to help tourists take shelter as the water rose rapidly during the night.

At noon on October 27, according to Hoi An Ward Police, the water level measured at 4:00 a.m. on October 27 in the central area of ​​the old town reached 1.78m, continuing to rise rapidly and is forecast to exceed alert level III in the next 12-24 hours. Faced with the complicated developments of flooding, the unit has coordinated with local authorities to deploy warning ropes, set up checkpoints to restrict people and vehicles from passing through deeply flooded and low-lying areas; at the same time, assigned officers and soldiers to be on duty, closely monitor the situation, and prepare plans to temporarily evacuate people on roads at risk of being isolated to ensure the safety of lives and property of people and tourists.

According to CAND Newspaper reporters, from dawn to 9am on October 27, the water level in Hoi An ancient town continued to rise, causing deep flooding on a series of central streets such as Nguyen Thai Hoc, Hoang Van Thu, Le Loi, Chau Thuong Van. After overflowing Bach Dang Street, the floodwaters rose to the level of the Chua Cau relic site. An Hoi Bridge, the bridge connecting the two banks of the Hoai River, was also completely submerged in the muddy water. Authorities are on duty to clean up the trash to clear the flow.

On a series of streets flooded from 30cm to nearly 1m deep, many households were forced to use boats or small canoes to move, bringing children and the elderly out of the flooded areas. Some people living on the other side of An Hoi bridge had to row boats out to buy food, drinking water and necessities. Meanwhile, on roads where the water had not yet flooded such as Tran Phu, souvenir shop owners proactively rented scaffolding and raised their goods to cope, avoiding damage due to the rapid rise of floodwaters.

At the same time, Thanh Ha fish market, an area located next to Thu Bon river, not far from the center of the Old Quarter, was also submerged in water. The entire market temporarily stopped operating, traders moved their goods to higher ground, and some households had to temporarily move to a safe area. The Hoi An ward police force, militia and youth union members were present in time to help people move their belongings, and at the same time, clean up trash and clear stagnant areas to ensure the flow.

In the face of the complicated flood situation, the People's Committee of Hoi An Dong Ward has also issued an urgent notice, allowing students in the entire area to stay home from school from October 27 to ensure safety. The authorities require schools to promptly notify teachers and parents, and regularly update information through the ward's official channels.

According to the forecast of the Central Hydrometeorological Station, due to the combined influence of cold air, tropical convergence zone and east wind, from the evening of October 26 to 28, the Central Central region will continue to have very heavy rain, with common rainfall from 200 to 400mm, in some places exceeding 500mm.

On the Vu Gia - Thu Bon, Han and Tam Ky rivers, a new flood is forecast to appear, the flood peak is likely to reach level III, the risk of deep flooding in low-lying areas and urban areas along the river is very high.
