Many newly declassified documents about the history of the Vietnam People's Army have been released.

The archived materials are considered a valuable source of information for research and for the management and operation of national defense and security activities of the Party and the State in the current period.

The salary scale of officers in the Vietnam People's Army in 1958, President Ho Chi Minh 's letter encouraging soldiers in 1947, and the 1946 Decree of the President of the Government on regulations in the Vietnamese national army are some of the valuable documents recently declassified and published by the National Archives Center III, Department of Archives and Records of the State.

On December 4th, the National Archives Center III introduced a collection of archival documents themed "80 Years of the Vietnam People's Army." This activity commemorates the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and implements the plan for publishing national archival documents to serve socio-economic development and protect national sovereignty in 2024.

150 documents about the Vietnam People's Army have been released.

According to Ms. Tran Viet Hoa, Director of the National Archives Center III, the collection comprises approximately 150 documents and images, selected from administrative archives: the Prime Minister's Office, the National Assembly, the Ministry of Interior, the President/ Presidential Office , the Government Unification Committee, and collected documents and photographic archives: the Ministry of Foreign Affairs, Major General Hoang Kien, photographer Nguyen Ba Khoan, Professor Hoang Minh Giam, Major General Dang Vu Hiep; and documents by composers who wrote works about the military such as Trong Loan, Doan Nho, and Trong Bang.

This is a testament to the process of building, fighting, and maturing of the Vietnam People's Army.

The collection of documents at the National Archives Center III includes: the establishment of the Vietnam Propaganda and Liberation Army - the predecessor of the Vietnam People's Army, with typical documents such as: President Ho Chi Minh's directive on the establishment of the Vietnam Propaganda and Liberation Army, December 1944; General Vo Nguyen Giap's speech delivered on December 22, 1944, in the Tran Hung Dao and Hoang Hoa Tham forest on the occasion of the establishment of the first Liberation Army; photos of the ceremony establishing the Vietnam Propaganda and Liberation Army in the Tran Hung Dao forest (Cao Bang) on ​​December 22, 1944...

Regarding the organizational structure, personnel of the Ministry of National Defense, and the name of the Vietnam People's Army, there are: Decree No. 28 dated March 15, 1946, of the President of the Democratic Republic of Vietnam appointing Mr. Ta Quang Buu as Deputy Minister of National Defense; Decree No. 34 dated March 25, 1946, of the President of the Democratic Republic of Vietnam on the organization of the Ministry of National Defense; Decree No. 60 dated May 6, 1946, of the President of the Democratic Republic of Vietnam on the National Resistance Committee, which was recognized by the National Assembly on March 2, 1946, and is now renamed the Military Commission; and the official document on the name of the Vietnam People's Army…

Regarding the insignia, rank badges, emblems, and ceremonial uniforms of the Vietnam People's Army, there is Decree No. 33/QP dated March 22, 1946, of the President of the Democratic Republic of Vietnam on the establishment of ranks, uniforms, emblems, and rank badges for the entire army; Decree No. 71/SL dated May 22, 1946, of the President of the Government on the establishment of regulations in the Vietnamese national army; and Decree No. 124 dated July 19, 1946, of the President of the Democratic Republic of Vietnam on the establishment of a Rank Review Council...

In addition, the National Archives Center III also has documents on policies and regulations for soldiers and militia: Decree No. 48 dated April 10, 1946, of the President of the United Resistance Government on establishing a special "National Defense Support" throughout Vietnam; Decree No. 50 SL dated May 15, 1947, of the President of the Democratic Republic of Vietnam on awarding the Military Merit Order and the Soldier's Order to self-defense forces or militia, military units, or militia and self-defense organizations that have achieved many combat achievements; Report of the Central Demobilization Council on the situation of military personnel transferring to civilian jobs during the reorganization and reassignment of personnel to production in 1958...

The public will also have access to documents about President Ho Chi Minh and the Vietnam People's Army; General Vo Nguyen Giap - the elder brother of the Vietnam People's Army; and Prime Minister Pham Van Dong and the Vietnam People's Army.

Great historical and scientific value

Upon accessing these documents, Mr. Vo Hong Nam, son of General Vo Nguyen Giap, expressed his emotion, affirming that the collection of documents is of great historical and scientific value.

“These documents reflect the goals and ideology of liberating the people, building the army, and the people's war strategy of the Party and the State. Looking back at this collection of documents reminds me of President Ho Chi Minh, my father, and many generations of leaders, commanders, and soldiers. When he was alive, my father summarized the experience of the two resistance wars as follows: discovering the laws, acting accordingly, and implementing those laws is the key to success. I hope these valuable documents will be preserved and disseminated so that the scientific community and the younger generation can continue to study and promote their value,” said Mr. Vo Hong Nam.

From a state management perspective, Mr. Tran Trung Kien, Deputy Director of the State Archives Department, stated that this is a collection of documents meticulously compiled and preserved by the staff of the National Archives Center III. The documents fully reflect the process from the formation, development, and maturation of the Vietnam People's Army.

"This is a valuable source of information not only for research but also for the management and operation of the Party and State's defense and security activities in the present era. The archives agency is committed to preserving this collection of documents in the best possible condition, maximizing its value, and storing it for future generations," Mr. Kien said.

Ms. Tran Viet Hoa, Director of the National Archives Center III, affirmed that the documents reflect the process of formation, construction, combat, and development of the Vietnam People's Army from the early days of the establishment of the Vietnam Propaganda and Liberation Army in December 1944 under the command of Comrade Vo Nguyen Giap, to the resounding victories in the wars against French colonialism, American imperialism, and the defense of the Fatherland in peacetime.

"These documents not only demonstrate the maturity of the Vietnam People's Army but also serve as valuable resources on historical achievements, national defense policies, and the army's contributions to protecting the country," said Ms. Tran Viet Hoa.

The original, representative documents published and presented have been carefully selected and considered from the archives of the National Assembly, the Government, and various ministries. These include original, representative, and authentic documents such as handwritten manuscripts by President Ho Chi Minh, documents signed by President Ho Chi Minh; documents on the organizational structure and personnel of the Ministry of National Defense; and files of cadres who went to the South.

Accordingly, citizens who wish to access the documents can go directly to the National Archives Center III, bringing their citizen identification card to complete the required procedures. In the future, the National Archives Center III will continue to coordinate with relevant agencies and units to organize activities introducing national archival documents on the founding day of the Vietnam People's Army./.
