Publicize and standardize procedures to increase transparency, reduce time and costs foreducational institutions and teachers in the process of promoting professional titles.

According to the Decision, the list of internal administrative procedures under the jurisdiction of the Ministry of Education and Training includes procedures for considering promotion of professional titles for the positions of main lecturer (grade II), senior lecturer (grade I), main college lecturer (grade II), senior college lecturer (grade I).

The Ministry of Education and Training is authorized to resolve administrative procedures for promotion of high school teachers (THPT) grade II, high school teachers (THCS) grade I, junior high school teachers (THCS) grade II, junior high school teachers (THCS) grade I, primary school teachers (THCS) grade II, primary school teachers (THCS) grade I, preschool teachers (THPT) grade II, preschool teachers (THCS) grade I for teachers in public service units under the Ministry of Education and Training.

The list of internal administrative procedures under the jurisdiction of local authorities includes procedures for considering promotion of professional titles for the positions of high school teacher grade II, high school teacher grade I, middle school teacher grade II, middle school teacher grade I, primary school teacher grade II, primary school teacher grade I, preschool teacher grade II, preschool teacher grade I.

Along with that, local authorities have the authority to resolve administrative procedures to consider promoting the professional titles of senior college lecturers (grade II), senior college lecturers (grade I), senior lecturers (grade II), and senior lecturers (grade I).

The publication and standardization of procedures aims to increase transparency, reduce time and costs for educational institutions and teachers in the process of promoting professional titles. This is one of the steps to concretize Resolution 66/NQ-CP and the Government 's directives on administrative procedure reform in the 2022-2025 period.

Procedures for considering promotion to the professional title of senior lecturer (grade II)

The application for promotion of professional title includes: a) The civil servant's CV according to current regulations, prepared at least 30 days before the deadline for submitting the application for promotion of professional title, with confirmation from the agency or unit employing the civil servant; b) Comments and assessments by the head of the public service unit employing the civil servant or by the head of the competent authority managing the public service unit on the standards and conditions for registration for promotion of professional title of civil servant according to regulations; c) Copies of diplomas and certificates as required by the professional title considered for promotion; d) Other requirements as prescribed by the standards for professional titles considered for promotion.

Number of documents: 01 set of documents. Processing time: 35 days from the date of completion of the appraisal of the promotion application and determination of the list of successful candidates, the head of the higher education institution or the delegated or authorized person must carry out the appointment and salary arrangement in the new professional title for the successful civil servant or submit it to the competent authority for decision.

The subjects performing administrative procedures are lecturers of higher education institutions. The agency performing administrative procedures is the higher education institution. The result of administrative procedures is the Decision on appointment of professional titles. Fees are implemented according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of fees for recruitment, examination for promotion and rank promotion of civil servants and public employees.
