The Department of Cinema requested to remove the movie "Going with the Wind" from Netflix and FPT Play platforms.

NDO - According to information from the Department of Cinema, on July 9, the Department sent Official Dispatch No. 870/DA-VP to Netflix Company and Official Dispatch No. 871/DA-VP to FPT Telecommunication Joint Stock Company requesting the removal of the film "Huong Gio Ma Di" because it contains images of the illegal nine-dash line.

Accordingly, in Official Dispatch No. 870/DA-VP sent to Netflix Company, the Department of Cinema stated that, through state management activities on cinema, on July 8, 2023, the Department of Cinema received information reflecting that Netflix Company had disseminated the movie "Huong Gio Ma Di" (39 episodes) on cyberspace via the domain name https://www.netflix.com and the Netflix application to users in Vietnam, in which the content of this movie contained images of the illegal nine-dash line.

The Department of Cinema has reviewed and inspected the entire content of the film "Going with the Wind" (39 episodes). The results of the inspection of the movie "Where the Wind Goes" (39 episodes) popular on the Internet at the domain name https://www.netflix.com and the Netflix application show that the image of the nine-dash line appears on the map in many scenes of the movie "Where the Wind Goes" (in episodes 18, 19, 21, 24, 25, 26, 27, 38, especially clearly showing the nine-dash line from 2 minutes 00 seconds to 2 minutes 3 seconds in episode 30) and accompanied by the dialogue and subtitle "There will come a day when this map will go to many places in the world" from 41 minutes 18 seconds to 41 minutes 55 seconds in episode 18. The display of the image of the nine-dash line and the contents in the dialogue and subtitles as mentioned above in the movie is incorrect, infringes on Vietnam's national sovereignty and violates the provisions of Point d, Clause 1, Article 9 of the Cinema Law No. 05/2022/QH15. According to Official Dispatch No. 871/DA-VP sent to FPT Telecommunication Joint Stock Company, the Department of Cinema said that it received information reflecting on FPT Telecommunication Joint Stock Company disseminating the movie "Huong Gio Ma Di" (39 episodes) on cyberspace via the domain name https://fptplay.vn and FPT Play application to users in Vietnam, in which the content of the movie "Huong Gio Ma Di" contains images of the illegal nine-dash line. The results of the review and inspection of the content of the movie "Huong Gio Ma Di" (39 episodes) disseminated on cyberspace at the domain name https://fptplay.vn and FPT Play application showed that FPT Telecommunication Joint Stock Company blurred the map image in many scenes of the movie "Huong Gio Ma Di" (in episodes 18, 19, 21, 24, 25, 26, 27, 30, 38). However, the Department of Cinema affirmed that this is a film with incorrect content, violating Vietnam's national sovereignty, so it is not suitable for distribution in Vietnam. Pursuant to the provisions of Clause 2, Article 15 of Decree No. 131/2022/ND-CP of the Government detailing a number of articles of the Cinema Law, the Department of Cinema requested Netflix to remove the film "Huong Gio Ma Di" at the domain name https://www.netflix.com and Netflix application; requested FPT Telecom Joint Stock Company to remove the film "Huong Gio Ma Di" at the domain name https://fptplay.vn and FPT Play application. The implementation time is within 24 hours from 0:00 on July 10, 2023 and a written report on the implementation results must be sent to the Department of Cinema before July 12, 2023. Previously, Netflix also had to remove the films "Madam Secretary", "Three Sisters" and "To Our Warm Youth" due to their content distorting history, violating Vietnam's sovereignty and laws, and removing the film "MH370: The Plane That Disappeared" due to inaccurately reflecting Vietnam's contributions to the search and rescue of Malaysia's MH370 plane. In September 2020, the Department of Radio, Television and Electronic Information also sent Document No. 1665/PTTH&TTDT to Netflix Company requesting compliance with Vietnamese laws when providing television services in Vietnam, removing films and television programs with content violating Vietnam's sovereignty and laws.
