Providing theoretical and practical basis to contribute to the construction of the 14th National Party Congress Documents

(CPV) – On the morning of March 26, in Hanoi, the Science Council of Central Party Agencies held a ceremony to sign scientific research contracts with topics under the key ministerial-level science program for the 2024-2026 period “Some theoretical and practical issues contributing to the preparation and implementation of the 14th National Party Congress documents”.

Comrade Lai Xuan Mon, Member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Chairman of the Scientific Council of Central Party Agencies, and Program Director attended and chaired the Signing Ceremony.

At the ceremony, the Central Party Agencies' Scientific Council signed contracts with project leaders who are highly qualified scientists, experts, and managers with extensive experience in both theory and practice in developing and implementing the Party's guidelines and policies and the State's policies in the country's development stages.

Comrade Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Chairman of the Scientific Council of the Central Party Agencies signed a contract with Prof. Dr. Phung Huu Phu, Consulting Expert of the Chairman of the Scientific Council of the Central Party Agencies, Head of the project "Major relationships through the practical implementation of the Resolution of the 13th National Party Congress".

Specifically, the Science Council of Central Party Agencies has deployed the key ministerial-level science program for the 2024-2026 period "Some theoretical and practical issues contributing to the preparation and implementation of the 14th National Party Congress Documents" with 8 topics:

The topic "Perceiving and correctly solving a number of theoretical and practical issues to successfully implement the Resolution of the 14th National Party Congress" is chaired by Dr. Lai Xuan Mon, Deputy Head of the Central Propaganda Department, Chairman of the Scientific Council of Central Party Agencies.

The topic "Major relationships through the practical implementation of the Resolution of the 13th National Party Congress", chaired by Prof. Dr. Phung Huu Phu, Consulting Expert of the Chairman of the Scientific Council of Central Party Agencies.

The topic "Orientation of solutions to achieve the goal of Vietnam becoming a developing country with modern industry and high average income by 2030" is chaired by Associate Professor, Dr. Vu Van Phuc, Vice Chairman of the Scientific Council of Central Party Agencies.

The topic "Solutions to exploit and promote new resources and driving forces for national development by 2030, with a vision to 2045", chaired by Associate Professor, Dr. Nguyen Hong Son, Deputy Head of the Central Economic Commission.

The topic "Building an independent, self-reliant and active economy, proactively integrating internationally in the new context", chaired by Prof. Dr. Nguyen Quang Thuan, Head of the Economic Subcommittee, Central Theoretical Council.

The topic "Promoting the implementation of strategic breakthroughs in human resource development, especially high-quality human resources", is chaired by Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda Department, Permanent Vice Chairman of the Scientific Council of Central Party Agencies.

The topic "Building national governance associated with national digital transformation, developing digital economy, digital society, green economy, circular economy", chaired by Associate Professor, Dr. Pham Van Linh, Vice Chairman of the Central Theoretical Council, Vice Chairman of the Scientific Council of Central Party Agencies.

The topic "Strengthening national defense and security, promoting the struggle to protect the Party's ideological foundation, refuting erroneous and hostile views in the fields of national defense, security and foreign affairs in the new situation", Prof. Dr. Vu Van Hien, former Vice Chairman of the Central Theoretical Council, is the Chairman.

Speaking at the ceremony, Comrade Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Chairman of the Science Council of the Central Party Agencies emphasized: In order to organize the implementation of the Program in a systematic and scientific manner, ensuring progress and quality, with the aim of the Program's research results promptly contributing to providing theoretical and practical bases for building the documents of the 14th National Party Congress and perfecting the theory of the Party's innovation policy, the Program's staff drafted a General Plan for the Program's implementation for the Program's Management Board to sign and issue, in which it specifically proposed a roadmap for checking the progress of implementing topics, seminars, workshops, and surveys at home and abroad; the time to complete the 1st Consultation Report, the 2nd Consultation Report, the time to organize basic acceptance and official acceptance.

Comrade Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Chairman of the Scientific Council of Central Party Agencies chaired the signing ceremony.

Along with that, the Content Secretariat and the Administrative Secretariat issued documents assigning members to monitor each topic specifically, develop periodic progress reports to report to the Program Management Board; the Management Board of each topic urgently develops plans and specific scenarios to implement the topic according to the roadmap and work progress signed with the Council to ensure time and quality, especially the progress of implementing the Consulting Reports.

Comrade Lai Xuan Mon expressed his belief that, with the experience of implementing two key ministerial-level scientific programs for the 2019-2021 period and the 2022-2024 period, the topics will be implemented effectively, ensuring the quality and progress of the key ministerial-level scientific program for the 2024-2026 period, making a practical contribution to providing theoretical and practical bases for developing and implementing the documents of the 14th National Party Congress./.
