Providing a theoretical and practical basis to contribute to the drafting of the Party's 14th Congress documents.

(CPV) – On the morning of March 26, in Hanoi, the Science Council of the Central Party Agencies held a signing ceremony for scientific research contracts with projects under the key ministerial-level science program for the period 2024-2026, "Some theoretical and practical issues contributing to the preparation and implementation of the Party's 14th National Congress documents."

Comrade Lai Xuan Mon, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Propaganda Department, Chairman of the Science Council of the Central Party Agencies, and Head of the Program, attended and presided over the signing ceremony.

At the ceremony, the Scientific Council of the Central Party Agencies signed contracts with project leaders who are highly qualified scientists, experts, and managers with extensive experience in both theory and practice in the development and implementation of the Party's guidelines and policies, and the State's policies during various stages of national development.

Comrade Lai Xuan Mon, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Propaganda Department, and Chairman of the Science Council of the Central Party Agencies, signed a contract with Professor Dr. Phung Huu Phu, Consultant to the Chairman of the Science Council of the Central Party Agencies and Project Leader of the research project "Major Relationships through the Practical Implementation of the Resolution of the 13th Party Congress".

Specifically, the Science Council of the Central Party Agencies has implemented the key ministerial-level science program for the period 2024-2026, "Some theoretical and practical issues contributing to the preparation and implementation of the Party's 14th Congress documents," with 8 topics:

The research project "Understanding and correctly resolving some theoretical and practical issues to successfully implement the Resolution of the 14th National Congress of the Party" is chaired by Dr. Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department and Chairman of the Science Council of the Central Party Agencies.

The research project, "Major Relationships Through the Practical Implementation of the Resolution of the 13th National Congress of the Party," is chaired by Professor Dr. Phung Huu Phu, Consultant to the Chairman of the Scientific Council of the Central Party Agencies.

The research project, titled "Orientation of solutions to achieve the goal of Vietnam becoming a developing country with modern industry and high middle income by 2030," is chaired by Assoc. Prof. Dr. Vu Van Phuc, Vice Chairman of the Science Council of the Central Party Agencies.

The research project, titled "Solutions for exploiting and developing new resources and drivers for national development until 2030, with a vision to 2045," is chaired by Associate Professor Dr. Nguyen Hong Son, Deputy Head of the Central Economic Committee.

The research topic, "Building an independent, self-reliant, and proactive economy that integrates into the international community in the new context," is chaired by Professor Dr. Nguyen Quang Thuan, Head of the Economic Subcommittee, Central Theoretical Council.

The research project, "Promoting the implementation of strategic breakthroughs in human resource development, especially high-quality human resources," is chaired by Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda Department and Standing Vice Chairman of the Science Council of the Central Party Agencies.

The research project, titled "Building a National Governance System Linked to National Digital Transformation, Developing the Digital Economy, Digital Society, Green Economy, and Circular Economy," is chaired by Associate Professor Dr. Pham Van Linh, Vice Chairman of the Central Theoretical Council and Vice Chairman of the Science Council of the Central Party Agencies.

The research topic, "Strengthening national defense and security, intensifying the struggle to protect the Party's ideological foundation, and refuting erroneous and hostile viewpoints in the fields of national defense, security, and foreign affairs in the new situation," is chaired by Professor Dr. Vu Van Hien, former Vice Chairman of the Central Theoretical Council.

Speaking at the ceremony, Comrade Lai Xuan Mon, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Propaganda Department, and Chairman of the Science Council of the Central Party Agencies, emphasized: To organize and implement the Program in a systematic and scientific manner, ensuring progress and quality, with the aim that the research results of the Program will promptly contribute to providing the theoretical and practical basis for building the documents of the 14th Party Congress and perfecting the theory of the Party's reform line, the Program's advisory team drafted a General Plan for the implementation of the Program for the Program Steering Committee to sign and issue. This plan specifically proposes a roadmap for monitoring the progress of research projects, seminars, workshops, and surveys both domestically and internationally; the completion time for the first and second advisory reports; and the time for conducting preliminary and final acceptance.

In addition, the Content Secretariat and the Administrative Secretariat issued documents assigning members to specifically monitor each topic, and prepared periodic progress reports for the Program Steering Committee; the Steering Committee of each topic promptly developed a specific plan and scenario for implementing the topic according to the roadmap and work schedule agreed upon with the Council, ensuring timeliness and quality, especially the progress of the advisory reports.

Comrade Lai Xuan Mon expressed his confidence that, with the experience gained from implementing two key ministerial-level science programs in the 2019-2021 and 2022-2024 periods, the projects will be implemented effectively, ensuring the quality and progress of the key ministerial-level science program in the 2024-2026 period, making a practical contribution to providing the theoretical and practical basis for building and implementing the documents of the 14th Party Congress.
