Da Nang urgently auctions 14 mines to exploit minerals for common construction materials

The shortage of common construction materials has been occurring in Da Nang for a long time, causing many construction projects to be behind schedule. Some projects have had to stop due to high material prices, contractors do not have enough funds to continue construction, leading to the disbursement of public investment capital in the city being affected.

Faced with that situation, implementing Resolution No. 66.4/2025/NQ-CP dated September 21, 2025 of the Government on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024, not to lack common construction materials, the city leaders have assigned departments, branches, sectors and localities to urgently propose solutions to remove obstacles to focus on completing key projects in the city.

The leaders of Da Nang city requested relevant units to urgently auction 14 mines exploiting minerals for common construction materials. At the same time, they should delimit and license many other mines exploiting them in the form of full exploitation...

Vice Chairman of the People's Committee of Da Nang City Phan Thai Binh said that the content of Resolution No. 66.4/2025/NQ-CP of the Government clearly stated many opinions and proposals of the city on removing difficulties and obstacles in the process of implementing the Law on Geology and Minerals in general and the exploitation of minerals for common construction materials in particular. The city is looking forward to this resolution and now that it has been issued by the Government, departments, branches and localities need to urgently deploy and implement it.

The Vice Chairman of the People's Committee of Da Nang City requested the Director of the Department of Agriculture and Environment to urgently carry out the tasks assigned by the People's Committee of the City, directing the immediate auction of 14 mines exploiting minerals for common construction materials. Through survey and assessment, the reserves of minerals for common construction materials (soil, stone, sand, gravel) currently available in Da Nang City are currently much larger than the market's demand for construction materials. In addition, it is necessary to immediately resolve the issue of delimiting mine areas that do not auction mineral exploitation rights to grant licenses for exploration and exploitation of common construction materials to supply for projects using state budget capital (public investment projects).

According to the Vice Chairman of the City People's Committee, the Government's Resolution allows the licensing of mineral exploitation as construction materials to serve the construction of public investment projects and works without having to base on land use planning and annual land use plans. Communes and wards need to immediately review mineral mines in the area to determine which mines are or are not included in the land use planning and plans as well as determine the demand for common construction materials for public investment projects and works in the area.

The localities should propose that the city demarcate the mine area that ensures the reserves and is closest to the public investment project that requires common construction materials in order to grant the mining rights and immediately provide construction materials for public investment projects.

Based on the list of more than 100 mineral mines of soil, stone, sand and gravel provided by the Department of Agriculture and Environment, investors and construction investment project management boards also proposed to delimit and put into exploitation common construction materials to supply for projects with state investment capital. The Government's Resolution has taken effect, investors and project management boards choose mines to propose delimitation and put into exploitation. At the same time, select qualified and capable units to exploit; ensure supervision of exploitation of correct reserves, transportation in accordance with regulations, collect enough money to pay into the budget...
