At the same time, the Board has urged project implementation according to the commitment in the Investment Registration Certificate for licensed projects in the High-Tech Park as well as continued to resolve recommendations and problems of enterprises related to land lease contracts in Hoa Cam Industrial Park.
In addition, the Management Board of Da Nang High-Tech Park and Industrial Parks also deployed to businesses the work of taking care of workers' health, preventing occupational diseases, and providing guidance on conducting dialogue at the workplace.
Ensure land fund for building workers' housing
At the conference, businesses frankly raised many difficulties and problems related to land, land lease, land sublease; investment; labor and labor policies; construction, infrastructure; environment; security and order; administrative procedures; customs; taxes, etc.
Making a proposal, Mr. Chuang Bo Wen, Representative of Foxlink Company Limited, said that the Company is currently in the process of recruiting personnel and developing the business. The Company plans to employ 10,000 to 12,000 people. Therefore, the Company hopes that the city will soon arrange a location to build housing for workers serving and working for the project.
Responding to the above proposal, Mr. Tran Van Hoang - Deputy Director of the City Department of Construction said that after reviewing, appraising and submitting 8/9 zoning plans, the Department of Construction is coordinating with relevant departments and branches to review and arrange 139 hectares for social housing. For the high-tech zone, the Department has reviewed and added 19 hectares.
In early 2024, the city approved investors in Hoa Hiep Nam area, this project when formed will meet 1,700 apartments.
At the same time, the city also has a policy and grants the Vietnam General Confederation of Labor to build a workers' facility area, including residential areas, cultural and sports facilities. When formed, this area will accommodate more than 700 apartments.
Mr. Tran Van Hoang - Deputy Director of the City Department of Construction responded to the business's petition.
“The Housing Law 2023, which will take effect from August 2024, will officially have additional regulations related to worker accommodation. This is a new point of the Law, in which worker accommodation will be allowed to be built on commercial service land. To best support workers, businesses can work with the Management Board of High-Tech Parks and Industrial Parks to consider and select commercial service land to be used as accommodation facilities for workers,” Mr. Hoang added.
Mr. Nguyen Van Phu, Deputy Director of Daiwa Da Nang Company Limited, said that currently, the drainage system of the industrial park is sometimes clogged, causing the factory's drainage system to not flow, affecting the lives of workers.
Similarly, the representative of the Japanese Business Association also suggested that the flooding situation in industrial parks during heavy rains is increasing and hoped that the Danang Industrial Park Infrastructure Development and Exploitation Company would have a plan to improve the drainage system and infrastructure before the rainy season to ensure the safety of workers when traveling and ensure the smooth operation of the business.
Regarding the above issue, Mr. Nguyen Trong Cuong - Director of Da Nang Industrial Park Infrastructure Development and Exploitation Company informed that Hoa Khanh Industrial Park was established in 1997, so the infrastructure system has been degraded, along with extreme weather, climate change with erratic rainfall not only in Da Nang but also in the whole country. Therefore, flooding is inevitable.
According to Mr. Cuong, the main reason is the drainage ditch of Hoa Khanh Industrial Park on Road No. 4. This ditch was previously designed to serve only Hoa Khanh Industrial Park. After the gradual development of urbanization, the neighboring areas were almost connected to Road No. 4. Therefore, the amount of water from the enterprise flowing to Road No. 4 could not drain in time.
“Currently, on Road No. 4, there are four outlets to the ditch to drain water for businesses. In October 2023, Vice Chairman of the City People's Committee Le Quang Nam inspected the site and directed the Management Board of Investment and Construction of Industrial and High-Tech Parks to study and expand drainage in this area. After the expansion, flooding will be minimized,” said Mr. Cuong.
