Proposal to add beneficiaries of 100% health insurance
Delegate Le Thi Ngoc Linh (Ca Mau delegation) cited the content of the draft regulation that the state budget guarantees funding through the health insurance fund to conduct periodic health check-ups or free screening at least once a year for subjects for whom the law does not yet have regulations on guaranteed funding sources.
Ms. Linh said she strongly supports the above regulation, because this is a very popular policy, consistent with the orientation of caring for and improving people's health from the beginning, from the grassroots level and reducing the cost of medical treatment. However, many voters are very interested in the opinion, suggesting that in this resolution, people in difficult circumstances with poor diseases, such as cancer, should be added to be able to enjoy 100% health insurance, helping them have the conditions to treat the disease.
"This policy is very important to reduce the financial burden on patients and their families, ensure fairness in access to health services, contribute to social stability and is also consistent with the view that we should not leave anyone behind. I hope the Minister of Health can give further advice to promptly provide medical support for poor patients, especially cancer patients," said the female delegate.
Responding to the above comments at the group, Minister of Health Dao Hong Lan said that the draft resolution has assigned the Government to stipulate specific subjects and levels of support to ensure support for the people, especially for special subjects such as the elderly and those in difficult circumstances (difficulties that may be caused by illness).
Ms. Lan affirmed that she will take into account the opinions of the delegates and complete the research when submitting it to the Government according to the appropriate roadmap and steps. The goal is to ensure better care for the people while also ensuring that the resources of the health insurance fund are appropriate and harmonize the purposes.

"If you don't worry about health care, then education is a competition."
Delegate Tran Van Lam (Bac Ninh delegation) was interested in land and financial policies. Mr. Lam said he supported the draft resolution stipulating that surplus state agency headquarters should be given priority to medical facilities.
However, the draft resolution on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development also states that priority is given to agency headquarters and surplus land funds in the education sector.
"That means both sides have the same priority. The two resolutions must have consistent policies, otherwise later on the locality will be confused, the health department will say it must be given to me, the education department will also say it must be given to me. If it is not clear, it will be difficult to implement," Mr. Lam suggested.
Minister of Health Dao Hong Lan said that when implementing the policy of a two-level local government model, the Politburo's direction has always been to prioritize arranging surplus headquarters for priority areas such as health, education, culture, etc., to serve the people.
According to Ms. Lan, currently the selection and decision to use these headquarters is under the authority of local authorities, based on the assessment of the level of demand and the convenience of the arrangement...
The Minister of Health affirmed that "no matter where the locality is, we are ready to cooperate", "there is no worry about health and education competing with each other".
The female minister cited that recently, the Ministry of Finance has consulted and worked with localities to arrange for the health sector to receive some headquarters. There are headquarters called the health sector, but in reality, it is education in health, suitable for both education and health goals, very convenient.
"Giving healthcare is good, giving education is good, both are serving the people," Ms. Lan stated her opinion, while emphasizing that the implementation process has no problems.
