Ho Chi Minh City University of Economics proposed to revoke the doctorate degree of Ms. Tran Quynh Hoa due to plagiarism discovery.

Ho Chi Minh City University of Economics has just sent a report to the Ministry of Education and Training about the case of PhD student Tran Quynh Hoa's thesis showing signs of plagiarism.

Previously, on April 23, 2025, the Ministry of Education and Training issued a document requesting the Ho Chi Minh City University of Economics to handle the case of Ms. Tran Quynh Hoa's doctoral dissertation which showed signs of plagiarism (copying and citing in violation of regulations).

100% of the review board members stated: "The thesis contains plagiarism and improper citations."

In response to the Ministry of Education and Training's request to address the aforementioned case, the University of Economics Ho Chi Minh City organized a dialogue between the dissertation review board and the university-level dissertation evaluation board to clarify the quality of the doctoral dissertation of research student Tran Quynh Hoa.

The dialogue session was attended by all 12 members of the two councils and representatives from the Department of Higher Education - Ministry of Education and Training.

As a result, all 12 participating members unanimously agreed that the thesis contained plagiarism and citations that violated regulations . If these violations were removed, the thesis would not meet the requirements stipulated in the doctoral training regulations (Article 15 of Circular 08).

Based on that, the University of Economics Ho Chi Minh City has sent a document requesting the Ministry to consider and issue instructions on revoking the doctoral degree awarded to research student Tran Quynh Hoa, in accordance with the regulations of Circular 08.

The University of Economics Ho Chi Minh City also submitted to the Ministry of Education and Training accompanying documents including: the decision to organize the dialogue, comments from council members, minutes of the dialogue session, and minutes of the vote counting.

Request for clear identification of violations and associated responsibilities.

In April 2025, the Ministry of Education and Training issued a directive to the University of Economics Ho Chi Minh City to review the entire process of evaluating the doctoral dissertation of Ms. Tran Quynh Hoa - Head of the Personnel Department of the International University (Vietnam National University Ho Chi Minh City) - after receiving a complaint alleging plagiarism by Ms. Hoa.

The Ministry requested the Ho Chi Minh City University of Economics to determine the extent of Ms. Hoa's violations based on Article 31 of Circular 08/2017 (regulations on doctoral training). If the dissertation no longer meets academic and scientific integrity requirements, the university must take disciplinary action as stipulated in the regulations.

At the same time, the ministry requested the university to review its dissertation review and evaluation process; clearly identify the responsibilities of individuals and groups involved if any violations are found; and proactively adjust and supplement the regulations on doctoral admissions and training to prevent similar cases in the future.

According to Tuoi Tre newspaper, Ms. Tran Quynh Hoa was supposed to receive her doctorate from the Ho Chi Minh City University of Economics in March 2025; however, the university received a complaint and therefore postponed the awarding of the degree to this doctoral candidate.

Previously, on March 19, representatives of the leadership of the University of Economics Ho Chi Minh City confirmed that they had received a complaint alleging "organized plagiarism" by Ms. Tran Quynh Hoa.

According to reports, Ms. Tran Quynh Hoa is alleged to have used content from two master's theses and one bachelor's thesis, completed at the International University (Vietnam National University Ho Chi Minh City) in 2020, to write three international scientific papers. These papers were then included in her doctoral dissertation.

After receiving the complaint, the University of Economics Ho Chi Minh City convened its integrity council and forwarded the entire case file to the Department of Higher Education (Ministry of Education and Training) for guidance on how to handle the matter.

"According to the regulations in Circular 08, the school must report this incident to its governing body, the Ministry of Education and Training. After receiving feedback from the governing body, the school will proceed accordingly. The school is complying with the regulations and guidelines of the Ministry," a representative from the University of Economics Ho Chi Minh City affirmed.

"I don't feel it's my responsibility to answer this."

Regarding the above incident, on April 3rd, Tuoi Tre newspaper also had a direct meeting with the leaders of the International University (Vietnam National University Ho Chi Minh City) and Ms. Tran Quynh Hoa.

During the meeting, Ms. Hoa confirmed that she had received the reporter's question earlier, but she stated: "I don't feel it's my duty to answer this. The relevant authorities will have the final conclusion. I have no further comment."
