2023 marks the 15th anniversary of the establishment of the Vietnam-China Comprehensive Strategic Cooperative Partnership. In recent years, the relationship between the two countries has maintained a positive momentum of development. How does the Ambassador assess the progress of the relationship between the two Parties and the two countries in recent times?
First of all, I would like to emphasize that the relationship between the two Parties and the two countries of Vietnam and China is very special. Our two countries are both socialist countries led by the Communist Party; we are two friendly neighboring countries, connected by mountains and rivers. It can be said that the two neighboring countries possess all the above characteristics, which is very rare in the world .
When mentioning the relationship between the two Parties and the two countries of China and Vietnam, we cannot help but remember the relationship between the two Parties and the two countries of China and Vietnam in the past. Since the middle of the last century, throughout the long struggle for national independence and liberation, the two countries have always stood side by side, fought together and supported each other, creating a strong friendship between the two countries. President Ho Chi Minh and Chairman Mao Zedong made very important contributions to building the foundation of friendship between the two countries.
"The friendship between Vietnam and China is both comradeship and brotherhood" is the most vivid expression of the relationship between the two Parties and the two countries of China and Vietnam. This is also the saying of President Ho Chi Minh.
In recent years, under the strategic leadership of General Secretary Xi Jinping and General Secretary Nguyen Phu Trong, the relationship between the two Parties and countries, and the China-Vietnam Comprehensive Strategic Cooperative Partnership, has continuously made new progress. Last year in particular, right after the successful conclusion of the 20th National Congress of the Communist Party of China, General Secretary Nguyen Phu Trong accepted the invitation to visit China. General Secretary Nguyen Phu Trong was the first foreign leader to be invited to visit China and the visit was a great success. This was also a visit of historical significance. The General Secretaries of the two Parties reached an important common understanding on promoting China-Vietnam relations to a new height and determining the direction for the development of bilateral relations in the new era.
Political trust between the two sides has continued to deepen following General Secretary Nguyen Phu Trong's visit to China. This year, senior leaders of the two Parties and countries have maintained close strategic exchanges.
President Vo Van Thuong visited China to attend the Third Belt and Road Forum for International Cooperation. Prime Minister Pham Minh Chinh visited Tianjin to attend the World Economic Forum. Last September, Prime Minister Pham Minh Chinh attended the China-ASEAN Expo and Permanent Secretary of the Secretariat Truong Thi Mai visited China in April 2023.
Members of the Politburo of the Central Executive Committee of the Communist Party of Vietnam and local leaders also visited China.
Recently, Politburo member, Director of the Office of the Foreign Affairs Commission of the Communist Party of China Central Committee, Foreign Minister Wang Yi visited Vietnam and co-chaired the 15th meeting of the Steering Committee for Vietnam-China Bilateral Cooperation. Vice Chairman of the Chinese People's Political Consultative Conference Wang Yong visited Vietnam. Three Party Secretaries of the provinces and autonomous regions of Guangxi, Yunnan, and Hainan (China) visited Vietnam one after another.
Through high-level contacts and exchanges, the leaders of the two sides have in-depth exchanged opinions on important issues, learned from and consulted each other on experiences in Party building and national management.
The trade and investment sector has many highlights in the relationship between the two countries.
Travel and cooperation between the two peoples are very active. After the two sides relaxed their epidemic prevention and control policies, travel activities between the two peoples were quickly restored. In November 2023, the number of Chinese tourists to Vietnam reached more than 1.5 million.
In general, since last year, the relationship between the two Parties and the two countries of China and Vietnam has maintained a very good and strong momentum of development. We are full of confidence in the development and future of the relationship between the two Parties and the two countries.
How important is the visit of General Secretary and President Xi Jinping to Vietnam for the relationship between the two countries, Ambassador?
This is Comrade Xi Jinping's third visit to Vietnam since the end of the 18th National Congress of the Communist Party of China (November 2012) in his capacity as General Secretary of the Communist Party of China. This is a reciprocal visit to China last year by General Secretary Nguyen Phu Trong; this is the third mutual visit by senior leaders of the two Parties since 2015.
Upholding the strategic guidance of the top leaders of the two parties is the greatest advantage and fundamental guarantee for the development of China-Vietnam relations. Regarding the timing of the visit, we must look at it in the current major context, that is, the unprecedented situation in a century is evolving rapidly, complicatedly and unpredictably. In the world, some regions are experiencing war and conflict; in the East Asia region, the current status quo of peace and development is extremely valuable.
Looking at the internal situation of the two countries, at present, the socialist construction of the two countries is entering a new journey and a new stage of development. I believe that the two highest leaders of the two Parties have many opinions to exchange with each other on this content.
This visit to Vietnam by General Secretary and President Xi Jinping is a very important opportunity for the two sides' senior leaders to maintain and enhance high-level strategic exchanges in the new situation, based on the solid foundation of the China-Vietnam Comprehensive Strategic Cooperative Partnership accumulated over 15 years, continuing to determine the new position of bilateral relations in the new era, determining a new direction for further development, opening up new prospects for cooperation between the two countries in many fields, and at the same time creating new momentum for the sustainable development of China-Vietnam relations. Therefore, it can be said in general terms that it is a new position, a new direction, and a new momentum.
Could the Ambassador tell us what the leaders of the two Parties and two countries will discuss in depth during this visit and what important agreements will be signed?
First of all, both Parties take the pursuit of happiness for the people and the pursuit of progress for humanity as their important tasks. Regarding these two important contents, the two sides will inform each other of the latest developments in the development of each Party and State and have in-depth exchanges to deepen and further elevate the comprehensive strategic cooperative partnership between the two countries in the new era. As I have stated, the two sides will clearly define the development direction of the bilateral relationship in the new situation.
The two countries' senior leaders will have in-depth discussions on a series of important issues, such as further deepening cooperation between the two sides in the fields of politics, security, trade and economy, people-to-people exchange, and enhancing cooperation in multilateral mechanisms.
It is expected that the two sides will sign dozens of important cooperation documents in areas such as Party channel cooperation, cooperation between agencies and localities, security - defense, justice, communications, development connectivity, economy, trade and investment, digital economy, green development, import and export of agricultural products, irrigation, maritime cooperation, etc. At the same time, during this visit of General Secretary and President of China Xi Jinping, the leaders of the two countries will have in-depth discussions on international and regional situations of mutual concern. Therefore, this visit of General Secretary and President of China Xi Jinping will make an important contribution to maintaining peace, stability and development in the region as well as the world and will certainly receive widespread attention from the international community.
The top leaders of the two Parties and two countries have always maintained close exchanges in recent times. What important role does this play in the development of bilateral relations, Ambassador?
As I have stated, the consistent strategic guidance of the top leaders of the two Parties for the development of the relations between the two Parties and the two countries of China and Vietnam is the greatest advantage and the most fundamental guarantee. I believe that this is also a very important experience in maintaining the healthy, stable and sustainable growth momentum in the relations between the two countries in recent years.
It can be said that each exchange between General Secretary Xi Jinping and General Secretary Nguyen Phu Trong is an important exchange of ideas and strategies between two great contemporary Marxist politicians, theorists, and strategists, and plays a decisive guiding role in the development of relations between the two Parties and two countries of China and Vietnam.
Our two countries often say that the traditional friendship between China and Vietnam, built and nurtured by President Ho Chi Minh and Chairman Mao Zedong, is a precious common asset of our two countries. I believe that the warm friendship between General Secretary Xi Jinping and General Secretary Nguyen Phu Trong is a precious common asset of the people of our two countries. Both sides are looking forward to the visit of General Secretary and President of China Xi Jinping to Vietnam this time.
Could you please give your opinion on the prospects of Vietnam-China trade relations and measures to facilitate Vietnamese goods to China and balance the trade balance between the two sides?
China is Vietnam's largest trading partner and Vietnam is China's fourth largest trading partner in the world. China is actively expanding its imports of agricultural products, especially fruits, from Vietnam. According to statistics from the General Administration of Customs of China, in the first 11 months of this year, Vietnam's export turnover to China increased by 3.7% compared to the same period last year. The trade deficit decreased by 24.8% compared to the same period last year.
In ASEAN, Vietnam is the only country that maintains growth in exports to China. China is one of the few export markets of Vietnam that maintains positive growth.
China is ready to expand its imports of agricultural products, especially Vietnamese fruits. In the first three quarters of this year, the import turnover of agricultural products from Vietnam increased by 160% compared to the same period last year. In the first 10 months of this year, the import turnover of durian from Vietnam reached 1.95 billion USD.
At the beginning of the year, Vietnam set a target of exporting 1 billion USD worth of durian to China in 2023. At that time, I said that this number would definitely be exceeded, even doubled, and now it has doubled, even though the year is not over. Recently, I met many Chinese delegations and tourists visiting Vietnam. They all said that Vietnamese durian is delicious, reasonably priced, and very popular in China.
In addition, fresh coconut from Vietnam is also very promising. China is speeding up procedures as well as consulting on quarantine procedures for fresh coconut. The potential of this item is huge.
China and Vietnam are both developing economies and rely on exports. Vietnam's export share, as of last year, was nearly double its GDP. Therefore, for a highly open economy like Vietnam, having a stable, open and free international trade environment is extremely important.
