On October 31, at Phu Quoc special zone, An Giang province, the Command of Coast Guard Region 4 held a conference to hand over the duties and responsibilities of the Commander of Coast Guard Region 4.

Previously, in Decision No. 2279/QD-TTg dated October 17, 2025, the Prime Minister appointed Major General Tran Van Luong, Commander of Coast Guard Region 4, to hold the position of Deputy Commander and Chief of Staff of the Vietnam Coast Guard. In Decision No. 435/QD-BQP dated October 27, 2025, the Minister of National Defense appointed Colonel Dao Ba Viet, Deputy Chief of Staff of the Vietnam Coast Guard, to hold the position of Commander of Coast Guard Region 4.

At the conference, the representative of the Coast Guard Region 4 Command presented a report, through the handover minutes and comments, Major General Le Dinh Cuong agreed with the handover contents.

The Commander of the Vietnam Coast Guard requested Major General Tran Van Luong, in his new position and higher position, to continue to promote his political mettle, intelligence, capacity, and practical experience, and to unite with the Standing Committee of the Party Committee and the Chief of the Vietnam Coast Guard to lead and direct the building of a "revolutionary, disciplined, elite, and modern" force, successfully completing all assigned tasks.
