Recently, implementing the plans and instructions of all levels and sectors, the Ministry of National Defense has issued a plan to organize the collection of opinions throughout the army on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.
The Head of the Ministry of National Defense has directed agencies and units throughout the army to organize consultations to ensure close leadership, direction and implementation by Party committees and commanders at all levels; to promote the responsibility of leaders and coordination between agencies and units within the Ministry of National Defense. The consultations are conducted democratically, scientifically , publicly, transparently, substantively, ensuring progress, quality and savings; the forms of implementation are diverse and flexible, increasing the application of information technology, suitable to the reality at the grassroots level, creating favorable conditions for agencies, units and individuals to participate in giving comments.
As a result, the entire army organized 4,686 conferences and seminars to collect opinions on the draft Resolution; 415,846 comments on the draft Resolution; including 6,779 comments from agencies and units and 409,067 comments from individuals.

Information, propaganda, ideological orientation and public opinion work were widely deployed, creating high consensus and unity and forming a broad political movement throughout the army. At the same time, agencies and units actively fought against arguments that sabotaged and distorted the Party's guidelines and policies and the State's laws. Press agencies in the Army increased the opening of columns, regularly reflecting and reporting during the process of collecting opinions on the draft Resolution.
At the conference, the opinions expressed were in high agreement with the necessity of amending and supplementing the 2013 Constitution and the proposed amendments and supplements in the draft Resolution. The comments closely followed the scope of amendments and supplements according to the Party's policy; there was high agreement on the drafting process and method; the layout and presentation techniques of the draft Resolution; the provisions were tightly structured, clear and easy to understand.
The opinions also shared many good models and practices in propaganda, dissemination and opinion gathering, especially in special units and units stationed in border and island areas.

Speaking at the conference, General Phan Van Giang highly appreciated the drastic participation of Party committees and commanders at all levels in the entire army in thoroughly grasping the Party's guidelines, the direction of the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution and the direction of the Ministry of National Defense to organize propaganda, dissemination and consultation on the draft Resolution, ensuring democracy, publicity, quality and progress.
General Phan Van Giang affirmed that this amendment and supplement to the Constitution will create an important legal corridor to perfect the legal system on military and national defense, build the Army in a revolutionary, disciplined, elite, and modern direction, and organize local military organizations to be "lean, compact, and strong", meeting the requirements and tasks in the new situation, contributing to building a streamlined political system that operates effectively and efficiently in the new era of the country.

Minister Phan Van Giang emphasized that although the implementation time was short and many tasks were intertwined, the propaganda and dissemination work was carried out synchronously, with many diverse and rich forms, suitable for the subjects and characteristics of each agency and unit, especially for units stationed in remote areas, ethnic minority areas, border areas, and islands. The units demonstrated political determination, promoted collective intelligence and high unity of the entire army in amending and supplementing a number of articles of the 2013 Constitution. The Legal Department (Ministry of National Defense) actively, urgently, and promptly advised the Minister of National Defense to direct the implementation of this task.
At the conference, General Nguyen Tan Cuong delivered a concluding speech, summarizing the contents of the opinions expressed at the conference; affirming that amending and supplementing a number of articles of the 2013 Constitution is an important, very necessary and urgent task, of great significance to the development of the country. After the conference, the Legal Department is requested to preside over and coordinate with relevant agencies to accurately and fully summarize the opinions and promptly report to the Minister of National Defense, to report to the Government before May 30, 2025.

General Nguyen Tan Cuong emphasized that, on the basis of amending and supplementing a number of articles of the 2013 Constitution, the Ministry of National Defense is drafting and amending legal documents on military and national defense; at the same time, drafting decisions and decrees of the Government, the Prime Minister and circulars of the Ministry of National Defense to guide implementation, ensuring there are no legal gaps.
Agencies and units are requested to coordinate closely, speed up the drafting process, review carefully, and not miss any content that needs to be amended. Agencies and units continue to promote the dissemination of the amended and supplemented contents of the Constitution during the consultation period and after the National Assembly's resolution takes effect.
