The Congress has the following tasks: Summarizing the implementation of the Resolution of the Party Congress for the 2020-2025 term; determining the direction, goals, tasks, and leadership solutions for the 2025-2030 term; approving the action program to implement the Resolution of the Congress; discussing and contributing opinions to the draft documents of the Central Executive Committee to be submitted to the 14th National Party Congress and the draft Political Report of the Central Military Commission to be submitted to the 12th National Party Congress of the Army; electing the Party Executive Committee for the new term; electing the Delegation to attend the 12th National Party Congress of the Army.

Speaking at the Congress, General Phan Van Giang emphasized that the Party Committee of the Military Command - Ministry of National Defense is one of the large Party Committees, holding a particularly important position and role in the Party organization system in the army, with nearly 700 Party organizations and more than 9,000 Party members. Over the past 5 years, in the context of the world and regional situation evolving rapidly, complicatedly and unpredictably, from conflicts in the Middle East and Europe to instabilities in the ASEAN region, the Party Committee has successfully completed its assigned political tasks.

Under the regular leadership and direction of the Central Military Commission, the Ministry of National Defense, and close coordination with functional agencies, the Party Committee of the Central Military Commission - Ministry of National Defense has promoted the tradition of "Loyalty, strategy; dedication, creativity; solidarity, coordination; determination to fight, determination to win". Notably, it has led the implementation of strategic military and defense advisory functions well; commanded and directed the improvement of the strength, qualifications, and combat readiness of the People's Army and the militia and self-defense force; and effectively coordinated the building of a strong national defense in terms of both potential and posture. The militia and self-defense force accounts for 1.41% of the population and is the core force ready to respond in both peacetime and when there is a situation.

Referring to non-traditional security missions, General Phan Van Giang stated that during the Covid-19 pandemic or natural disasters and unusual incidents such as in Nghe An, Son La, or international humanitarian assistance activities in Turkey, Myanmar, etc., officers and soldiers of the General Staff have always upheld the spirit of dedication, initiative, without hesitation, without fear of danger, and are ready to sacrifice for the mission. The image of Uncle Ho's soldiers has therefore been increasingly spread, admired and respected by the people at home and international friends.

Together with the General Department of Politics, the General Staff has taken the lead in advising and implementing many major resolutions such as Resolution 05 of the Politburo, Resolution 230 of the Central Military Commission, and Plan 1228 of the Ministry of National Defense. During the term, nearly 4,000 organizations were adjusted, building a fundamentally streamlined, compact, and strong military organization. Training and exercises were extensively innovated, close to reality, in the context of short preparation time, the demand for the use of modern weapons and equipment is increasingly high, creating great pressure, requiring cadres and officers to constantly learn and practice to meet the requirements of the mission.

The image of Vietnamese soldiers in United Nations peacekeeping activities not only demonstrates discipline and method but also shines with affection, humanitarian spirit and responsibility towards the international community.

The Party Committee of the Military Region - Ministry of National Defense has been built to be exemplary and clean; promoting the exemplary pioneering role of cadres and party members. Party committees and subordinate party organizations have been built to be strong in politics, ideology, organization, ethics and cadres, and leaders of agencies and units have successfully completed assigned tasks. Regarding the direction of the next term, General Phan Van Giang emphasized 6 key tasks that the Party Committee of the General Staff - Ministry of National Defense needs to focus on implementing in the next term, which are: Continuing to thoroughly grasp the Party's resolutions, especially the Resolution of the 14th National Party Congress, the 12th National Party Congress of the Army, resolutely implementing the policy of building a revolutionary, disciplined, elite, and modern Army right from 2025; proactively advising and perfecting institutions and laws on military and national defense, promptly removing difficulties and obstacles in practice; researching, advising, and proposing to build an Army organization with reasonable numbers and structures, truly elite, with strategic units of high deterrence such as the Artillery - Missile Command; effectively implementing digital transformation, promoting the "digital literacy" movement, strongly applying technology, especially in leadership, command, management, operation, training, and exercises; Lead the building of the political strong BTTM agency and unit, promote the cultural values of Uncle Ho's soldiers in the new period; continue to build the clean and strong BTTM-BQP Party Committee, exemplary in politics, ideology, organization, ethics and cadres with leadership capacity and fighting strength equal to the task.
