Pursuant to Decision No. 2436 dated November 4, 2025 of the Prime Minister on the appointment of Lieutenant General Le Duc Thai (Lieutenant General Le Duc Thai was recently promoted to the rank of Senior Lieutenant General by the President ), Commander of the Border Guard to hold the position of Deputy Minister of National Defense and Decision No. 2458 dated November 7, 2025 of the Prime Minister on the appointment of Major General Vu Trung Kien (Major General Vu Trung Kien was recently promoted to the rank of Lieutenant General by the President), Deputy Commander of the Law of the Vietnam Coast Guard to hold the position of Commander of the Border Guard.

At the conference, after listening to the report of the Border Guard Command representative, approving the handover minutes and the comments, General Phan Van Giang agreed with the contents of the conference. On behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang congratulated Senior Lieutenant General Le Duc Thai on his appointment as Deputy Minister of National Defense; Lieutenant General Vu Trung Kien on his assignment as Border Guard Commander; and at the same time requested the Border Guard Command to promptly complete the procedures so that the two comrades can officially operate the work under the direction of the Central Military Commission and the Ministry of National Defense.

It has actively participated in building a strong political system at the grassroots level. It has coordinated to ensure social security, build new rural areas, and sustainably reduce poverty, contributing to strengthening solidarity, truly being the "mainstay of the village", a reliable support for Party committees, authorities and people in the border areas. It has strengthened the solidarity between the army and the people, building a solid "people's heart posture".

General Phan Van Giang noted that the Border Guard Command should strengthen close coordination with military regions to strengthen inspection, direction, learn from experience, and promptly resolve emerging issues. Maintain the Border Guard Command in the local military organization system to ensure synchronous and effective operations. Always be vigilant, highly combat-ready, and firmly manage and protect the national border. Well perform the role of presiding over the maintenance of security and order in border areas according to the provisions of law.

Actively and flexibly deploy foreign defense and border diplomacy activities effectively. Coordinate well in preparing and advising on the successful organization of border defense friendship exchanges, border exchanges; exchanges of young officers with border protection forces of China, Laos, and Cambodia. In the immediate future, coordinate and advise on the successful organization of the second Vietnam-Cambodia border defense friendship exchange.

Focus on building a clean and strong Party organization and a politically strong Border Guard force to meet the requirements and tasks in the new situation. Continue to thoroughly grasp and seriously implement the policies and directions of the Central Committee and the Central Military Commission on Party building and rectification. Strictly comply with the principles of organizing Party activities and building internal solidarity and unity.

General Phan Van Giang expressed his belief that Lieutenant General Vu Trung Kien, together with the Party Committee and the Border Guard Command, will always promote democracy, solidarity and high unity; closely coordinate with local Party Committees and authorities in the area to lead and direct the Border Guard to excellently complete all assigned tasks, worthy of the trust of the Party, State and people.
