The festival has the participation of 20 mass art troupes from agencies and units of Military Region 9.
With a total of nearly 700 staff, choreographers, singers, actors, musicians and technical staff, the troupes will bring to the festival more than 100 performances: Singing; singing and dancing; independent dance; drama; reformed opera; solo and instrumental music ensembles.

The programs and performances are both modern and imbued with cultural identity, praising the glorious Party, great Uncle Ho, heroic nation, developed country; praising the 80-year tradition of "Solidarity of army and people, steadfastness, self-reliance, brave fighting" of the Military Region 9, the achievements and feats in the cause of building and defending the Fatherland today.
In his speech, Major General Huynh Van Ngon, Deputy Political Commissar of Military Region 9, emphasized: “The Organizing Committee and relevant agencies, units and departments need to be proactive, closely follow the plan, closely coordinate, and implement work contents with the highest sense of responsibility; promptly handle arising issues. The jury must work with the highest sense of responsibility, impartiality, objectivity, and select quality performances with artistic value and profound ideological content.

The mass art festival took place on the occasion when officers and soldiers of Military Region 9 were competing to achieve excellent results to celebrate the 80th anniversary of the Military Region's Armed Forces' Traditional Day (December 10, 1945 / December 10, 2025) and receive the First Class Fatherland Protection Medal.

The festival is an opportunity for mass art troupes in the Military Region's armed forces and twinned units to summarize and evaluate the cultural and artistic movement at the grassroots level; a bridge for art troupes to exchange and learn from each other's experiences, contributing to improving the quality of mass cultural and artistic activities, building a good, healthy and rich cultural environment in the entire Military Region.
The festival will end on November 14.
