At the December 1 meeting between the two General Secretaries, the Vietnamese Ministry of National Defense was assigned to take the lead in implementing two tasks: building a relic site to host the first Congress of the Lao People's Revolutionary Party in the border area of ​​Thanh Hoa and Houaphanh provinces; proposing a plan to place steles at the Ho Chi Minh Trail relic sites in Laos (Route 559), and building the route into a historical tourist destination. General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that the Lao Ministry of National Defense will closely coordinate, provide information, and support the functional agencies of the Vietnamese Ministry of National Defense in implementing these tasks.
