On the occasion of accompanying General Secretary To Lam on a State visit to Laos, attending the 50th anniversary of Laos' National Day, and co-chairing the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, on December 2, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, met with Senior Lieutenant General Khamliang Outhakaysone, Central Committee member of the Lao People's Revolutionary Party, Minister of National Defense.
General Phan Van Giang respectfully sent his best wishes on the occasion of the 50th anniversary of Laos' National Day. General Phan Van Giang expressed his joy at the fact that over the past 50 years, under the wise leadership of the Lao People's Revolutionary Party, the Lao Army and people have united, overcome many difficulties and challenges, achieved many important achievements in the cause of building and defending the country, and actively contributed to peace , stability, cooperation and development in the region and the world.
General Phan Van Giang believes that the brotherly country of Laos will continue to gain many new achievements in the cause of innovation, building a peaceful, independent, democratic, unified and prosperous Laos on the path of socialism; affirming that the Party, State, Government, Army and people of Vietnam always remember the support and assistance of the Party, State, Government, Army and people of Laos in the past struggle for independence and national unification, as well as in building and protecting the country today.

Senior Lieutenant General Khamliang Outhakaysone expressed his condolences for the great loss of life and property of the Vietnamese people due to recent storms and floods; congratulated Vietnam on its outstanding and comprehensive achievements in recent times; affirmed that Laos always remembers and appreciates Vietnam's support, wholehearted assistance and great contributions to Laos in the past struggle for national liberation and reunification, as well as in the current cause of national renovation, construction, protection and development. Senior Lieutenant General Khamliang Outhakaysone sincerely thanked the Vietnamese Ministry of National Defense for supporting and accompanying the Lao Ministry of National Defense in performing the task of participating in the organization of the 50th anniversary of Laos' National Day.
Based on the 2026 cooperation plan between the two Ministries of National Defense signed on December 1 in the presence of the two General Secretaries, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed to coordinate and direct agencies and units to proactively develop plans to implement cooperation contents, ensuring quality and efficiency, first of all, preparing to serve the successful organization of the Party Congress of each country, strengthening trade connections, expanding investment markets, especially in border areas...

At the December 1 meeting between the two General Secretaries, the Vietnamese Ministry of National Defense was assigned to take the lead in implementing two tasks: building a relic site to host the first Congress of the Lao People's Revolutionary Party in the border area of Thanh Hoa and Houaphanh provinces; proposing a plan to place steles at the Ho Chi Minh Trail relic sites in Laos (Route 559), and building the route into a historical tourist destination. General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that the Lao Ministry of National Defense will closely coordinate, provide information, and support the functional agencies of the Vietnamese Ministry of National Defense in implementing these tasks.
