On the morning of November 5, the Chairman of the Dak Lak Provincial People's Committee issued a sea ban order to proactively ensure safety for people and vehicles operating at sea during storm No. 13.

Accordingly, Dak Lak province prohibits the sea, prohibits ships from going out to sea and fishing activities at sea from 6:00 a.m. on November 5, 2025.

The Chairman of the Dak Lak Provincial People's Committee requested the Commander of the Provincial Border Guard Command, the Director of the Department of Agriculture and Environment, and the Fisheries Sub-Department to coordinate with coastal localities to closely monitor information on weather developments to proactively notify fishermen and boat owners to resume fishing activities at sea after the storm, and to have appropriate production plans to ensure safety when fishing.
