Dak Lak: Request to seal 100% of fishing vessels that are not qualified to go to sea to avoid IUU violations

For fishing vessels that do not meet operating conditions, Dak Lak province requires the relevant authorities to urgently make a list and seal 100% of the vessels to prevent the situation of illegally sending vessels to sea.

The People's Committee of Dak Lak province has just issued a document directing departments, branches and localities to drastically strengthen the implementation of the fight against illegal, unreported and unregulated (IUU) fishing.

According to statistics, by the end of October 2025, Dak Lak province had 2,571 fishing vessels registered and updated on the national fisheries database. Notably, the number of vessels that were not qualified to operate due to not being granted or re-granted fishing licenses was only 132 (accounting for 5.13%), a decrease of 989 vessels compared to the end of September 2025.

There are 4 localities that have completed 100% of granting fishing licenses: Hoa Xuan, Tuy Hoa, Binh Kien and Tuy An Dong.

Regarding digital transformation, the Provincial Police have actively coordinated, digitized and identified 2,565 fishing vessels, reaching a rate of 99.77%. Currently, there are 6 cases (accounting for 0.23%) that have not been identified, mainly because the vessel owner has passed away, the vessel has been transferred but has not completed the deregistration procedure or the vessel owner has not registered as a permanent resident in the locality. The Provincial Police are required to continue reviewing and verifying to complete 100% of this work as soon as possible.

The urgent goal set for the Chairmen of the People's Committees of coastal communes and wards is to have 100% of qualified fishing vessels licensed to operate (by October 30, 2025).

For fishing vessels that are not qualified to operate after this deadline, a complete and accurate list must be made and 100% of the vessels must be sealed. Localities must absolutely not leave fishing gear and equipment on board and prevent the situation of illegally sending vessels out to sea. Village self-management boards and residential groups must coordinate to closely monitor the anchorage location, not allowing violations to arise or recur.

The Border Guard Command has directed border posts and stations to strengthen inspection and control of 100% of fishing vessels entering and leaving ports, ensuring that no unqualified fishing vessels are allowed to go to sea. The border guards must also focus on strictly controlling groups of vessels at high risk of violations.

The Provincial People's Committee requested the Department of Agriculture and Environment to advise on synchronous implementation of solutions to manage fisheries exploitation activities associated with seasons and fishing grounds, combining job conversion, investing in fishing port infrastructure, developing marine aquaculture and applying technology, and proposing to include them in the socio- economic development plan for the period 2026 - 2030.

At the same time, coordinate with the Department of Finance to review and determine funding sources for implementing the policy of career conversion for fishermen to ensure sustainable livelihoods and stable lives, advise and propose to the Provincial People's Committee before November 10, 2025; urgently study and fully absorb the opinions of the Provincial Police and the Department of Justice on handling administrative violations in the field of fisheries related to IUU, complete the dossier and handle it in accordance with regulations, report to the Ministry of Agriculture and Environment before November 8, 2025.
