
On the morning of November 5, Mr. Nguyen Tung Phong, Director of the Department of Management and Construction of Irrigation Works ( Ministry of Agriculture and Environment ) signed a telegram to the director of the Department of Agriculture and Environment, project investors, and units managing and exploiting irrigation works in provinces and cities from Thanh Hoa to Lam Dong, requesting to ensure safety for the works, prevent inundation and flooding due to the impact of storm No. 13 (Kalmaegi) when the National Center for Hydro-Meteorological Forecasting forecast very heavy rain in this area.
In particular, the department's leaders requested units to inspect affected irrigation works, proactively develop response plans, ensure reservoir safety, especially for earthen dams and reservoirs under construction or managed by communes; pay attention to operating reservoirs according to approved procedures, lower the reservoir water level if downstream conditions allow, give early warning to people in downstream areas before releasing floodwaters; urgently drain flooded areas, be on duty 24/24 hours during floods, arrange human resources at works at risk of incidents and promptly handle unusual situations according to the "4 on-site" motto.
Updated information up to 12 noon on November 5 from the National Center for Hydro-Meteorological Forecasting, the center of storm No. 13 was at about 11.7 degrees North latitude and 117.9 degrees East longitude, about 400km East of Song Tu Tay Island (in Truong Sa special zone). The strongest wind near the center of the storm reached level 13-14 (134-166km/h), gusting to level 17. In the next 3 hours, the storm will move in the West Northwest direction at a speed of about 20-25km/h.
