Ensuring fire prevention and fighting safety at production and business establishments

(Baothanhhoa.vn) - Entering the hot season, hot weather conditions combined with high temperatures increase the risk of fire and explosion at production and business establishments. The Fire Prevention, Fire Fighting and Rescue Police Department (PCCC&CNCH), the Provincial Police have been proactively and urgently implementing many drastic and synchronous solutions to ensure the safety of life and property of organizations and individuals, contributing to ensuring security, social order and safety in the province.

According to statistics from the Fire Prevention and Rescue Police Department, there are currently more than 1,500 production and business establishments in the province, of which 381 are at risk of fire and explosion. Most of these establishments are located in industrial parks and clusters, operating in the fields of garment, construction materials production, metallurgy, mechanical engineering, printing and publishing, etc. During their operations, they often concentrate large quantities of flammable materials such as fabrics, machinery, goods, and equipment, posing a high risk of fire and explosion. Meanwhile, the number of workers and laborers working at these establishments is very large, with thousands of people.

In general, in the production and business process, the heads of establishments have raised their awareness and responsibility, proactively implemented solutions to prevent fires, accidents and incidents. Many establishments have prioritized investment resources, purchased equipment and means, and regularly coordinated with competent authorities to organize knowledge dissemination and training on fire prevention and fighting and search and rescue skills for employees... However, the situation of production and business establishments not strictly implementing regulations on fire prevention and fighting and search and rescue still occurs. Especially violations in investment in construction of facilities and factories, such as: not yet approved and accepted on fire prevention and fighting but put the project into operation; the project does not ensure escape routes and routes; not equipped with fire alarm and fire fighting systems...

Faced with the above situation, the Fire Prevention and Rescue Police Department has diversified the forms and contents of propaganda and strengthened the training of fire prevention and rescue skills for facility owners and workers. In addition to coordinating propaganda on mass media, loudspeaker systems in communes, wards and residential areas, in 2024, the Fire Prevention and Rescue Police Department organized 5,594 knowledge dissemination sessions, directly instructing fire prevention and rescue skills, escape, and drowning prevention for 797,339 officers, employees and workers working at facilities in the province.

Along with that, from 2024 to present, the Fire Prevention and Rescue Police Department, the district police (at the time when the district police had not yet been dissolved) and the People's Committees at the commune level have reviewed and inspected fire safety at 100% of production and business establishments. Thereby, 134 violations were detected and administrative fines were imposed with a total amount of over 2.7 billion VND. The main violations include: violations of regulations on fire prevention and fire acceptance approval, installation and management of electricity use; violations of equipment, preservation and use of fire prevention and fire fighting equipment; violations of regulations on records of management and monitoring of fire prevention and fire fighting activities; violations of regulations on escape routes... The cause of these violations was determined to be that some establishments were built many years ago and had not yet invested in fire prevention and fire fighting systems. It is worth mentioning that many owners of production and business establishments have not yet raised awareness and responsibility, and have not paid attention to implementing regulations on ensuring fire prevention and fire safety.

According to Lieutenant Colonel Le Nhu Cuong, Deputy Head of the Fire Prevention and Rescue Police Department, Provincial Police, in addition to propaganda, inspection and handling, the unit has proactively reviewed, grasped, promptly removed obstacles and difficulties, and guided owners of production and business establishments to overcome shortcomings, limitations and violations of fire prevention and fighting. As of March 12, 154/286 works with shortcomings and limitations in fire prevention and fighting safety have been rectified. Thereby, it has contributed to promoting production, business, socio -economic development, and ensuring enforcement of fire prevention and fighting laws.

According to Lieutenant Colonel Le Nhu Cuong, in the coming time, the Fire Prevention and Rescue Police Department of the Provincial Police will continue to effectively implement solutions to strengthen fire prevention and fighting work in the new situation. Coordinate to organize propaganda, disseminate legal knowledge, and instruct people on escape and fire fighting skills. Continue to guide heads of establishments on solutions to remove difficulties and obstacles for existing construction works that still exist and violate fire prevention and fighting regulations. At the same time, strengthen the inspection and assessment of quality, completeness, and compliance with legal regulations on the responsibilities of heads of establishments in fire prevention and fighting work. Review and evaluate the implementation and maintenance of fire prevention and fighting safety conditions at production and business establishments in the province. Thereby advising and coordinating with local authorities at all levels to organize inspections, closely monitor and resolutely and strictly handle cases of non-compliance with decisions on temporary suspension, suspension, and requests to stop operations of competent management agencies...
