Positive change
The leadership and direction of the implementation of Project 06 of the Government has been focused and implemented by all levels, sectors, and People's Committees of localities in the province in the past 2 years. In order to mobilize the participation of the entire political system from the provincial level to hamlets, wards, and zones to participate in the implementation of Project 06 to ensure efficiency and progress, the Provincial People's Committee has directed the establishment of working groups to implement Project 06 at the district, commune, hamlet, wards, and zones levels according to regulations.
Thereby, up to now, 100% of districts, communes, hamlets, quarters, and areas have established working groups to implement Project 06.
For example, Tra On district has directed the establishment of 105 working groups to implement Project 06, including 1 district-level working group, 14 commune-level working groups and 90 hamlet and area working groups. At the same time, it has paid attention to issuing many documents and focused on directing the serious and effective implementation of the work of reviewing, updating and cleaning data of sectors and data of associations and unions in the district.
The initial positive results in implementing Project 06 on the group of socio -economic development utilities have been agreed upon, supported and highly appreciated by people and businesses. Notably, the use of chip-embedded CCCD cards, VNeID application integrating health insurance card information in medical examination and treatment at medical facilities in the province; by November 30, 2023, 131/131 health insurance examination and treatment facilities in the province have looked up health insurance card information using CCCD with a total of 689,410 looks ups. Of which, more than 533,890 looks ups were successful, reaching a rate of 77.44%.
At the same time, many online public services of the province have been integrated and provided promptly on the National Public Service Portal to serve the settlement of administrative procedures for individuals and organizations. The implementation of 25 essential public services under Project 06 related to people in the electronic environment has achieved many results.
Specifically, in 2 years, more than 191,340 online records were received to implement 11 public services of the public security sector. 14 public services of related provincial departments, branches, sectors, district and commune People's Committees were deployed; 88,874 online records were received.
Having a need to renew his driver's license, Mr. Mai Vinh Phat (Song Phu commune, Tam Binh district) shared: "I find it quite convenient to change my driver's license online through the National Public Service Portal. Doing the driver's license renewal procedure at home like this saves costs and travel time compared to before."
According to Colonel Tra Quang Thanh - Deputy Director of the Provincial Police, in 2 years, CCCD cards were issued to a total of 383,053 records, electronic identification accounts were issued to 653,662 cases; 1,043,274 CCCD cards received from the Department of Administrative Management of Social Order Police were returned. By June 21, 2023, Vinh Long province was recognized by the Ministry of Public Security as having completed the issuance of CCCD to 100% of eligible citizens currently present in the province.
Review and clean population data
To ensure the implementation of the tasks of Project 06 in the province, Colonel Nguyen Trong Dung - Director of the Provincial Police, emphasized that the Provincial Police continue to focus on performing well the role as the standing agency implementing Project 06, closely coordinating with sectors and localities to advise the Provincial People's Committee to fully, promptly and effectively implement the tasks of Project 06; urging sectors and localities to perform the tasks to ensure the set progress. At the same time, continue to coordinate to strengthen solutions to propagate and disseminate the contents and tasks of the project, especially the benefits brought to people and businesses.
Continue to direct the police force to maintain and update to ensure "correct, sufficient, clean, and alive" information about the ID card on the National Population Database; continue to maintain the work of receiving applications for issuing ID cards and electronic identification accounts for citizens in need according to regulations. At the same time, prepare conditions to advise the Provincial People's Committee to implement the Law on Identification which will take effect in the coming time...
Mr. Lu Quang Ngoi - Chairman of the Provincial People's Committee, noted that in the coming time, it is necessary to promote the coordination role of the community digital technology team, the working group implementing Project 06 at the district, commune, hamlet, and area levels in information, propaganda and mobilization work.

Sectors and levels continue to coordinate with the police sector in reviewing, cleaning and digitizing specialized data, ensuring that data is always maintained at the level of "correct, sufficient, clean, and alive" to serve the work of connecting and sharing data. At the same time, in the process of connecting, exploiting and using the National Population Database system, it is necessary to ensure the security and safety of system information and equipment in accordance with regulations.
For the assigned tasks of taking the lead in implementing pilot models of Project 06, it is necessary to urgently develop plans, coordinate with sectors and localities to effectively organize implementation, and soon launch a number of pilot models that bring practical results; from there, expand implementation...
The Provincial People's Committee has actively deployed and implemented the Government's directive documents and working groups (in directives, resolutions, announcements, etc.) assigned to preside over or coordinate the deployment and implementation of the Government's Project 06. Accordingly, the province has completed 39/44 tasks; 5 tasks are being deployed and 15 tasks are being regularly implemented. |
