Reporting to the leaders of Quang Nam province, Mr. Que Hai Trung - Deputy Director of Project Management Board 4 (the project management unit) said that to date, Hiep Duc district has handed over 26.83/30.2km (accounting for 88.84%) of the land area. At the handed-over locations, there is a 1.2km section that is inaccessible for construction; 50 sections/15.93km have had drainage ditches and widening done but are not yet ready for asphalt paving (each handed-over section is less than 500m long).

The land clearance issues in Hiep Duc have many causes. For example, there is no land price framework for the Vuon Che resettlement area to serve as a basis for developing a relocation plan for households from Binh Lam commune; there are no results regarding the handling of 8 households outside the land clearance boundary; the difference in compensation prices for garden and pond land between the new and old Land Law guidelines has led to disagreements among many households; and 4 medium-voltage power lines have not yet been relocated.

In addition, the compensation and support plans for many households have not yet been approved; some households have received the money but are not allowing construction to proceed.

Project Management Board 4 recommends that the Provincial People's Committee prioritize resolving procedures regarding the land price framework for the Tea Garden; and the compensation and support plan for households outside the land clearance boundary as presented in the submission from the People's Committee of Hiep Duc District.

Priority is given to resolving and handing over the land in Binh Lam commune involving the three households of Ly Mien, Le Thi Toi, and Nguyen Thi Ta so that the contractor can access the 1.2km of land already handed over for the Viet An bypass section. The district is urging the households that have approved the compensation plan to hand over the land.

To date, Thang Binh district has handed over 14.86/17.4km (85.4%) of the land; of which, 9.19km/74 sections have been handed over but only the drainage ditches and widening have been constructed. Many sections have been handed over in a "leopard skin" pattern, making it impossible to complete construction in a phased manner. Regarding the railway overpass, the district has approved compensation plans for 45 households, but only 39 households have received compensation, 6 households have refused, and 14 households have not yet had their plans approved.

The project management unit recommends that Thang Binh district promptly complete the procedures for approving the plans, especially regarding the scope of the railway overpass. In addition, priority should be given to land clearance to connect the three longitudinal drainage ditches to the discharge points to prevent localized flooding and damage to the road surface in Binh Quy commune; and to connect the areas for constructing the crushed stone base and asphalt concrete foundations in some sections passing through Binh Quy, Binh Dinh, Binh Tri, and Binh Lanh communes.

During a meeting with several households affected by land clearance for the construction of the railway overpass, Vice Chairman of the Provincial People's Committee Tran Nam Hung explained and thoroughly analyzed the legal issues that the people did not fully understand.

The provincial leaders also affirmed that they always instruct local authorities to maximize the protection of people's rights, based on the provisions of the law. Therefore, they hope that people will pay attention to and support the general policy, and agree to hand over the land for the contractor to construct the project for the common good of the province and the whole society.

Project Management Board 4 stated that the project passing through Phuoc Son district (from km62+926 to km89+700) currently only has land clearance remaining for 2 households in Phuoc Hoa commune with a length of 240m; and is obstructed by the Viettel base station anchor at km77+00. The unit requested the district to expedite compensation procedures to hand over the remaining land area.
