Continuing the 7th Session program, on May 28, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Organization of People's Courts (amended) and the draft Law on Capital (amended).
According to delegate Nguyen Thi Tuyet Nga, in practice, the implementation of the model of high-quality public schools with high tuition fees is a concern for many voters in Hanoi. The model of high-quality educational institutions is being implemented mainly in the form of providing high-quality educational services. The tuition fee ceiling for high-quality public educational institutions in Hanoi for the 2023-2024 school year is from 5 - 6.1 million VND/student/month (excluding other contributions). Currently, many quality public schools are making a project to become high-quality schools. Many parents and students are very worried about high tuition fees while their family conditions are not guaranteed and are confused because they do not know which school to transfer their children to. The delegate suggested that the Government consider further the development of the model of high-quality educational institutions; assess long-term impacts, ensure a fair educational environment, not contrary to common views on education and general principles on public schools. At the same time, Hanoi needs to focus on building exemplary national standard schools, creating a ripple effect for general education nationwide and investing more heavily in building public kindergartens and general schools; meeting the requirement that all children can go to general schools as they wish. The draft Law on the Capital (amended) submitted to the National Assembly at the 7th Session has been accepted and adjusted in the direction of strong decentralization and delegation of power to Hanoi city; helping the city government to be more proactive in organizing the apparatus and staffing to be able to effectively undertake the very special role and task of being the capital of the Socialist Republic of Vietnam. Specifically, decentralizing power to the Hanoi People's Council to decide on the establishment, reorganization, and dissolution of specialized agencies and other administrative organizations under the City People's Committee to ensure the criteria and conditions according to regulations; The City People's Committee is assigned to regulate the adjustment of the structure of civil servants, public employees and job positions in accordance with the organizational structure, functions, tasks and powers of agencies, organizations and units under its management... Regarding the construction, development, management and protection of the Capital, the draft Law is absorbed and revised in the direction of setting higher requirements and responsibilities for Hanoi city compared to other localities to ensure the implementation of the goals and tasks of construction, development, management and protection of the Capital as determined in Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", clearly defining specific policies that need to be applied, more clearly defining the subjects of application, responsibilities and authorities of agencies, procedures and implementation procedures to both demonstrate strong decentralization to the city government and have a mechanism for implementation and control the execution.
