In line with the State Administrative Reform Master Plan for the 2021-2030 period, the Provincial People's Committee has issued an administrative reform plan for the 2021-2025 period and an administrative reform plan for each year to update and supplement new tasks and solutions to ensure feasibility in implementation. In particular, focusing on solutions to promote administrative procedure reform; improve the efficiency of providing and using online public services; tighten administrative discipline and order; promote decentralization in all fields; reorganize the State agency apparatus; improve the investment and business environment; improve the rankings of the PAR INDEX, SIPAS, PAPI, PCI and DTI.
The determination in direction and administration is an important factor determining the success or failure of the reform process. Accordingly, in the period of 2021-2025, the Provincial Party Committee, People's Council and People's Committee have issued over 170 documents directing and administering administrative reform work. Based on the direction of the province, departments, branches and localities always promote their roles and responsibilities in directing the implementation of administrative reform in the direction of "clear people, clear work, clear completion time and clear effectiveness". To tighten administrative discipline, the inspection of the implementation of administrative reform tasks is maintained regularly and continuously. Over the past 5 years, the Office of the Provincial People's Committee and related branches and units have organized inspections at 176 agencies, units and localities to properly assess the leadership, direction and implementation of administrative reform work of localities, agencies and units. Thereby, promptly directing to overcome limitations and shortcomings, creating strong changes in discipline, order, and sense of responsibility to serve the people of the team of cadres, civil servants, and public employees.
Based on the plans, programs, projects and major goals set out by the province, heads of departments, branches, chairmen of People's Committees at district (old) and commune levels always promote their roles and responsibilities in directing the implementation of administrative reform tasks. Many models, initiatives and good practices on administrative reform have been researched and applied in practice by localities such as: "3 no" model in digital transformation, "No appointment day", "No writing day", "Administrative reception", "9th working hour"... Thereby, it has created a spreading effect in State administrative agencies, and has been agreed and supported by the business community, organizations and people.
The atmosphere of innovation and determination in direction and management from the province to the grassroots level have helped Thanh Hoa establish many outstanding achievements. Accordingly, Thanh Hoa province is one of the first localities in the country to issue a resolution on digital transformation until 2025, with a vision to 2030. Currently, digital transformation is clearly present in all fields and has achieved positive results in all three pillars; the national digital transformation index (DTI) is always in the group of 15 leading provinces and cities in the country. The use of online public services has many breakthroughs. The whole province currently has 2,211 administrative procedures implementing online public services in full and in part; 100% of online public services have been integrated and made public on the National Public Service Portal. To promote the use of online public services, the Provincial People's Council issued Resolution No. 12/2025/NQ-HDND with the breakthrough content of "exempting all fees and charges for all administrative procedures performed through online public services under the authority of the Provincial People's Council". This is a policy that demonstrates the province's determination in the journey of promoting digital transformation at the local level. In particular, in 2025, for the first time, Thanh Hoa will implement a flow, shortening the processing time of administrative procedures according to the "green lane" priority mechanism to create a more open environment for investment, production and business activities in the province.
The digitization of civil status on the National Population Database is implemented to ensure the requirements of Project 06. By December 31, 2024, the province has completed the digitization of 100% of civil status data on the National Population Database. As a result, the rate of digitization of records and results of administrative procedure settlement reached 93.49%; the rate of electronic results reached 96.01%; the rate of exploitation and reuse of digitized information and data reached 59.3%, helping organizations and citizens not to have to declare many times when handling administrative procedures. From 2021 to June 2025, the exchange and processing of interconnected documents on the network environment will be maintained at all three levels of government and the exchange of interconnected electronic documents will be implemented between the Party, mass organizations, government and enterprises. The total number of document exchanges and processing on the system is 4,432,632; the document digital signature rate is over 99%.
The apparatus of State agencies from the province to the grassroots level has been reviewed and arranged in accordance with the spirit of Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the Central Executive Committee and the regulations of the Government . After the rearrangement and reorganization, Thanh Hoa province has 14 specialized agencies under the Provincial People's Committee (reduced by 5 departments); 2 administrative organizations under the Provincial People's Committee (reduced by 1 organization); 120 specialized and professional departments under the departments; 5 specialized and professional departments of administrative organizations under the Provincial People's Committee (reduced by 7 departments); 13 public service units under the Provincial People's Committee (reduced by 1 unit), 207 public service units under the departments, branches and branches under the departments (reduced by 11 units). Regarding specialized agencies under the District People's Committee (old), after the rearrangement and reorganization, the whole province has 245 units. Implementing a two-level local government, from July 1, 2025, the whole province will have 166 commune-level administrative units (a reduction of 381 units).
The new step forward with outstanding achievements in administrative reform that Thanh Hoa has achieved in the 2021-2025 period is very exciting, creating a foundation for Thanh Hoa to continue to effectively implement the goals and tasks of the 2025-2030 period with the consistent goal of taking people and businesses as the center of service.
