
Credit officers of the Social Policy Bank of Phu Tho province guide people to use investment loans for the right purpose and effectively.
With the poverty rate decreasing sharply, the lives of ethnic minorities gradually improving, showing the determination in direction, management, and participation of the political system, especially the joint efforts of many organizations and enterprises, including policy credit capital sources.
Synchronized coordination
According to Vice Chairman of the People's Committee of Phu Tho province and Head of the Board of Directors of the Social Policy Bank Nguyen Manh Son, up to now, the policy credit programs have been implemented in the ancestral land of Phu Tho for exactly 30 years. The common point of the branches of the Social Policy Bank in Vinh Phuc, Phu Tho, and Hoa Binh was that they were all established under Decision No. 131 of the Prime Minister from October 2002 on the basis of reorganizing the Bank for the Poor. The branches have made efforts to operate, making an important contribution to poverty reduction and ensuring sustainable social security in the locality.
Director of Phu Tho Province Social Policy Bank Nguyen Minh Hung shared: The most favorable point is that since the first day of establishment, the branches have always received attention and close direction from the superior bank and local leaders, creating favorable conditions for the effective organization of the State's policy credit programs.
Faced with such attention and direction, the branches of the Social Policy Bank of the three provinces before, after merging into the current Phu Tho Provincial Social Policy Bank branch, have united and made efforts to implement many specific and appropriate solutions such as focusing on mobilizing financial resources, promptly and safely transferring all preferential capital of the State to villages, neighborhoods, to the right poor households and policy families.
Also from that advantage, the journey of policy credit in Phu Tho has overcome difficulties and challenges caused by natural disasters and epidemics to always complete the set plan.
Typically, in the period of 2020-2025 and after 3 months of consolidation and implementation of the 2-level local government model, the source of policy credit capital here has continuously grown, always flowing smoothly, creating favorable conditions to help people have capital to develop their family economy and improve their lives.

Transaction points of the Social Policy Bank of Phu Tho province actively serve the people.
As of September 30, 2025, the total operating capital of all 3 old branches combined into the Phu Tho Provincial Social Policy Bank reached more than 18,000 billion VND, an increase of 1,064 billion VND compared to the beginning of the year, of which the capital entrusted for investment in the locality reached 1,792 billion VND, reaching 123.98% of the assigned growth plan, ranking 10th nationwide. Along with that, the loan turnover from the beginning of 2025 to now reached 4,090 billion VND with 65,905 poor households and other policy beneficiaries having access to policy credit capital.
Since then, jobs have been created for 19,010 people; 216 policy beneficiaries have been able to buy social housing or build new or repair houses; 181 workers have borrowed capital to work abroad; 365 students have borrowed capital to cover their study expenses; 237 households with people who have completed their prison sentences have borrowed capital to reintegrate into the community; 60,325 clean water supply and sanitation facilities for rural households have been newly built, repaired, or upgraded.
“Pillars” of poverty reduction
In fact, from the highlands to the midlands and suburban areas in Phu Tho, for many years, most poor households and policy beneficiaries with needs and conditions have received favorable preferential loans.
For example, the family of Mr. Ha Van Vuong living in Tan Son commune, when he and his wife first got married, they lacked everything and were listed as poor households. However, instead of passively waiting for support, he and his wife boldly borrowed 50 million VND from policy credit capital to invest in buying tea and acacia seedlings to plant.
Hardworking, diligent, actively learning, applying science and technology to production, Mr. Vuong also expanded the tea growing area combined with raising chickens and pigs. Up to now, his family has built a spacious, solid house, escaping poverty sustainably.

Preferential credit capital helps Phu Tho people expand production.
Similarly, the family of Ms. Xa Thi Hai, a Muong ethnic group in Moi hamlet, Tan Pheo commune, used 80 million VND from the job creation fund of the Da Bac Social Policy Bank Transaction Office to invest in livestock and poultry farming and develop the hill and forest economy, helping the family's economy to improve significantly.
Over time, policy capital has covered the mountainous midland area of Phu Tho, covering more than 9,360 km2 , reaching every village and every beneficiary.
“Over the past years, regardless of the harsh weather, widespread epidemics and challenges during the period of merging provinces and expanding commune-level administrative units, our unit, from the provincial headquarters to the transaction offices, has always strived to implement measures to ensure and maintain the smooth flow of policy credit capital, in order to serve the people best and more effectively,” affirmed Director Nguyen Minh Hung.
In the land of Hung Kings today, all activities at transaction offices and at the network of transaction points managed by the Social Policy Bank continue to take place normally with full functions and operations to ensure the rights of borrowers, especially poor households and families of ethnic minorities in difficulty.
According to Deputy Director of Phu Tho Social Policy Bank Nguyen Thanh Tinh, the team of policy credit officers is determined not to be afraid of hardships, constantly stays close to the grassroots, enthusiastically and promptly conveys information and all capital of 20 policy credit programs to villages, neighborhoods, and to each beneficiary through a system of 479 transaction points and a network of 8,213 Savings and Loan Groups spread throughout the area.
It can be affirmed that the policy credit capital flow in Phu Tho province has been flowing steadily since its establishment until now. The effectiveness of policy credit programs in this land has also been clearly demonstrated, since the Bank for the Poor was established (1995) and has been recognized as a "pillar", a "bright spot" in the process of poverty reduction and ensuring sustainable social security.
Promoting the achievements, Phu Tho Provincial Social Policy Bank proactively follows the direction of the superior bank and local leaders, actively implements Directive 39-CT/TW in 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period, successfully completes assigned tasks, maintains and smooths the entire transaction system network to continue to be closer to the people, closer to the people, and best serve the people.
