On the morning of October 29, speaking at the socio -economic meeting, delegate Tran Hoang Ngan said: " In the past few days, we have been heartbroken to see people having to cope with the effects of natural disasters and floods. Many localities have been severely affected by the recent storms ."
From there, he proposed that the Government soon submit to the National Assembly an emergency financial package, increase budget deficit, increase budget spending to support people, and repair infrastructure damaged by natural disasters in localities.
Delegate Tran Hoang Ngan also agreed with the GDP growth target of over 10% in 2026. He said that although the target is high, it is reasonable. Along with economic growth, the delegate also noted the need to pay special attention to environmental issues, culture, health, education and improving the quality of people's happy lives.
According to him, the Government still has room to implement because the budget deficit for the 2021-2025 period is only at 3.2% of GDP, lower than the plan of 3.6%. This support package, according to Mr. Ngan, will help repair damaged infrastructure and bring practical happiness to the people.

Also discussing this issue, delegate To Ai Vang (Can Tho) expressed his opinion: In recent years, the world and the country have witnessed many terrible storms and floods, not only causing heavy material damage but also human loss.
“ In the rainy season, there are storms and floods; in the dry season, there are droughts, saltwater intrusion, and rising sea levels. Natural disasters are increasingly severe, causing great loss of life and property, threatening people’s lives and the production and business activities of enterprises ,” Ms. Vang said.
According to the delegate, the Party and the State have issued many policies and guidelines to increase resilience and minimize damage caused by natural disasters. However, she said that it is necessary to review and comprehensively assess the state of transport infrastructure in heavily affected localities, and at the same time, supplement the budget to support the restoration and completion of the infrastructure system.
“ This is the most important and urgent issue today, because the destruction of transport infrastructure will lead to many socio-economic consequences ,” delegate To Ai Vang emphasized.
Delegate Nguyen Thi Viet Nga (Hai Phong) also commented that Vietnam currently has a Command Committee for Natural Disaster Prevention and Search and Rescue at the commune level, but this force is small, operates part-time, lacks expertise and equipment, and does not meet the requirements for rapid response in extreme weather conditions.
Therefore, according to her, it is time to establish a people's rescue force - a grassroots rescue network trained, equipped with basic skills, coordinating with specialized forces when natural disasters occur.
