The Prime Minister issued Decision No. 1169/QD-TTg dated June 16, 2025 approving the Program "Promoting communication to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation by 2030."
Take technology as a tool, take creativity as a driving force
The Decision clearly states that the communication viewpoint on the implementation of Resolution No. 57-NQ/TW is the responsibility of the entire political system from central to local levels.
Accordingly, strongly innovate communication methods, ensure diversity, flexibility, creativity, attractiveness, efficiency, focus, key points suitable for each object and field, pay attention to specific objects to meet political tasks and social needs to create consensus in implementation.
Strengthening the application of modern technology in science and technology communication, innovation and national digital transformation with the motto of taking people and businesses as the center, taking technology as a tool, taking creativity as the driving force.
At the same time, develop communication content suitable for each stage, each industry and field; suitable for different audiences; provide full information on policies and guidelines for the development of science, technology, innovation and national digital transformation, new achievements of science, technology, innovation and digital transformation in the country and the world ; promptly honor organizations, businesses and individuals who have contributed to the development of science, technology, innovation and national digital transformation.
In addition, develop good communication results, models and experiences, recognize and honor good and effective individuals, agencies and models in communication work; closely coordinate in implementing communication programs, projects and plans of ministries, branches and localities on science, technology, innovation and national digital transformation...
With the above viewpoint, the Program sets a general goal of closely following the content of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo to promote communication to raise awareness, make breakthroughs in innovation of thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science, technology, innovation and national digital transformation, contributing to the successful implementation of the Resolution's goals.
Build propaganda pages
The program strives to have 100% of ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities develop and issue a Program implementation plan and organize its implementation by 2025, while simultaneously developing and maintaining a communication column to implement Resolution No. 57-NQ/TW in accordance with the characteristics and actual situation of each ministry, branch and locality on the electronic information portal of each ministry, branch and locality.
100% of leaders, cadres, civil servants and public employees in state agencies and public service units are informed and disseminated about the guiding viewpoints of Resolution No. 57-NQ/TW and the system of related documents.
100% of key press and media agencies build specialized pages/columns/propaganda content lines, develop, post, broadcast or publish media products in accordance with the principles and purposes of the press agency to communicate the implementation of Resolution No. 57-NQ/TW.
Invest resources in a number of TV channels, publications, and social media channels specializing in science, technology, innovation, and digital transformation, especially for children, adolescents, and students.
At least 70% of full-time communications staff are trained in digital communications skills.
By 2030, 100% of science and technology tasks using the state budget (except for tasks related to state secrets) will be communicated, disseminated, and widely informed on mass media, digital platforms, and social networks.
At least 80% of people access information on the Party and State's orientations on science, technology development, innovation and national digital transformation through the grassroots information system.
At least 70% of full-time staff working in communications, staff working in grassroots information and external information at ministries, branches and localities are trained in depth in digital communications skills and science and technology content.
To achieve the above goals, the Program proposes many tasks and solutions such as promoting communication, dissemination, raising awareness of science, technology development, innovation and national digital transformation on mass media, grassroots information systems and foreign press, social media, social networks, digital platforms and other methods; strengthening communication activities to raise awareness of the role of science, technology, innovation and digital transformation, arousing passion and inspiration at educational, training and fostering institutions.
At the same time, the Program will strengthen communication of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation at state-owned enterprises, private enterprises, factories, industrial production facilities and at scientific and technological research organizations and facilities; strengthen external information and international cooperation for communication of science, technology, innovation and national digital transformation.
Building a national digital media platform on science and technology
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and key press agencies shall build digital media resource warehouses to serve scientific and technological communication, innovation and digital transformation activities, integrating with national databases or relevant specialized databases to ensure synchronization, consistency, and avoid data duplication.
The Ministry of Science and Technology shall preside over and coordinate with ministries, branches, localities and relevant agencies to build and operate a national digital communication platform on science, technology, innovation and digital transformation (to be completed in 2026) and develop at least 3 training and development programs suitable for each specific target group to provide information, create passion and inspire the building of a creative culture in society (to be completed in 2027).
The Ministry of Education and Training proactively incorporates science, technology, innovation and digital transformation into programs, textbooks, teaching and training materials of the unit; widely applies digital tools and platforms in the process of organizing training and training; encourages and supports the establishment of clubs, academic teams, science and technology innovation, digital transformation for students, trainees and lecturers; creates an environment to organize forums, competitions, conferences to share creative ideas, initiatives to apply science and technology in learning and working practices.
At the same time, communication raises awareness among teachers, education managers, and students about the important role and position of mathematics, natural sciences, technology, and information technology (STEM) subjects in the general education program; promotes STEM education and career guidance to increase the rate of students choosing to study and take exams in STEM subjects at high school level; actively organizes, participates in, or organizes scientific, technical, and innovation competitions for students, staff, and lecturers in the unit.../.
