Promote propaganda of health insurance policy for students

Disseminating health insurance policies to the general public and students in particular is one of the key tasks of the Social Insurance sector, contributing to bringing the Health Insurance Law into life. In the new school year (2025-2026), the Can Tho City Social Insurance sector will coordinate with local authorities and functional agencies, especially schools in the area to promote propaganda work, striving to complete the target of 100% of students participating in health insurance by September 30, 2025.

New regulations on health insurance

The Government has just issued Decree No. 188/2025/ND-CP dated July 1, 2025, detailing and guiding the implementation of a number of articles of the Law on Health Insurance, which has received the support of the majority of people, especially parents and students.

According to this new regulation, the State budget will support at least 50% of the health insurance premium for students, instead of 30% as before. Specifically, each student only needs to pay 52,650 VND/month (a reduction of nearly 21,000 VND compared to the old participation rate). If participating for 12 months, each student only needs to pay 631,800 VND/year (a reduction of about 253,000 VND/year compared to the old participation rate). Students pay health insurance to the educational institution (where they are studying) according to the financial year and can choose the method of paying every 3 months, 6 months or 12 months...

Ms. Le Thi Thu Dung, in Thoi Lai commune, Can Tho city, said: “At the beginning of the new school year, my family has 2 children going to school. Participating in health insurance for my children is my top priority; with the new health insurance contribution rate for students, it will help my family reduce some of the costs at the beginning of the new school year.”

Not only students, many other groups are also supported with at least 50% of the health insurance premium, including: village and hamlet health workers and midwives; people participating in the security and order protection force at the grassroots level; people working part-time in villages and residential groups; people awarded the title of People's Artist, Meritorious Artist. In particular, Decree No. 188/2025/ND-CP also expands support policies for other vulnerable groups: near-poor households residing in poor communes are supported with 100% of the premium; ordinary near-poor households and ethnic minorities in communes that have just escaped from difficult areas are supported with at least 70% of the health insurance premium, applicable for 36 months from the time the commune is reclassified; victims under the Law on Prevention and Combat of Human Trafficking are supported with at least 50% of the premium, the support period is 1 year; Victims of bombs, mines, and post-war explosives who are not subject to the provisions of Clauses 1, 2, and 3, Article 12 of the Law on Health Insurance are supported with at least 30% of the contribution level...

According to Mr. Ly Quoc Viet, Deputy Director in charge of management and operation of Thoi Lai Social Insurance, the new policy on health insurance clearly demonstrates the humanity of the Party and State with the motto "no one is left behind"...

Innovation in communication forms

Currently, participating in health insurance is not only the right and responsibility of each student, but also contributes to educating the spirit of mutual love and support for the younger generation. Realizing this meaning, Mr. Tran Van Nghi, in Thanh Quoi commune, Can Tho city, said: "Although my family's economy is still tight, I always save and accumulate money to participate in health insurance for my children. Buying health insurance is not only to protect yourself when you are sick or ill, but also to help children realize the shared responsibility with the community."

Thanh Quoi Secondary School (Thanh Quoi Commune, Can Tho City) is one of the schools that has done a good job of promoting and mobilizing students to participate in health insurance for many consecutive years. This new school year, the whole school has 560 students. To soon complete the health insurance target, Mr. Nguyen Van Hung Em, Principal of Thanh Quoi Secondary School, said: "The school prioritizes collecting health insurance first; for students with difficult economic circumstances, we advance the school's money to buy health insurance for them, then the parents will gradually pay back. With this method, every year, 100% of the school's students participate in health insurance. During the participation process, the rights and interests of the students are always guaranteed."

According to Mr. Nguyen Gia Bao, Director of Vinh Thanh Social Insurance, in the process of propagating and consulting on health insurance policies for students, the unit focuses on the contents of participants, contribution levels, support levels... so parents and students are very secure. In particular, the unit focuses on mobilizing and encouraging 12th grade students to pay health insurance and enjoy health insurance support until December 31 of the last school year to ensure continuous benefits, without having to repay the state budget's health insurance support fund in case of change of subjects.

In this new school year, Can Tho City Social Insurance will deploy and implement "Stock booth for propaganda, consultation, and answering questions about health insurance policies for students" - at least 1 local school to organize a booth. At these booths, social insurance officers will provide information and answer questions about health insurance policies for students for parents, students, teachers, and school staff. At the same time, raise awareness of rights and responsibilities of participating in health insurance; support schools in propaganda work, mobilize students to participate in health insurance fully and on time... Implementation time in September: on the opening day of the new school year 2025-2026, the day of admission/welcome new students or the first parent meeting of the year... depending on the actual situation in the locality and schools.
