Responsibilities of the People's Committee at the commune level in implementing social insurance and health insurance policies

The People's Committee (PC) at the commune level plays an important role in implementing and carrying out social insurance and health insurance policies at the grassroots level. The responsibilities of the PC at the commune level in implementing these policies are specifically stipulated in the Law on Social Insurance and the Law on Health Insurance.

Pursuant to Article 138 of the 2024 Law on Social Insurance and Article 8 of the Law on Health Insurance, the People's Committee at the commune level shall perform state management of social insurance and health insurance within the locality according to the Government 's decentralization, with the following responsibilities:

Directing and organizing the implementation of policies and laws on social insurance and health insurance.

Develop targets for developing compulsory social insurance and voluntary social insurance participants in the annual socio -economic development plan and submit it to competent authorities for decision.

Organize propaganda and dissemination of policies and laws on social insurance and health insurance.

Inspect, examine, sanction administrative violations and resolve complaints and denunciations about social insurance and health insurance.

Recommend to competent state agencies to amend and supplement policies and laws on social insurance.

Ensure health insurance premiums for subjects covered by the state budget or supported by the State according to the provisions of the Law on Health Insurance.

Make a list of health insurance participants for the subjects in the area specified in Clauses 2, 3, 4 and 5, Article 12 of the Law on Health Insurance by household, except for subjects under the management authority of other ministries, branches, agencies and units specified in Points a, b, c, d, l and n, Clause 3, Point b, Clause 4, Article 12 of the Law on Health Insurance.

Make a list of requests for health insurance cards for children at the same time as issuing birth certificates.
