- On December 4, the Ministry of Finance held an online conference on the arrangement and handling of headquarters and public assets after the reorganization of the apparatus and administrative units. Comrade Do Thanh Trung, Deputy Minister of Finance chaired the conference.
Attending the conference at Lang Son province bridge were comrade Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, and leaders of a number of provincial departments and branches.

At the conference, representatives of the Department of Public Asset Management, Ministry of Finance reported the results of the implementation of arrangement and handling of headquarters and public assets after rearranging the organizational apparatus and administrative units.
Accordingly, as of December 1, 2025, the whole country has a total of 17,496 houses and land that have been processed, accounting for 65.89%. Of which, 798 have been arranged for medical purposes; 4,002 have been arranged for educational purposes; 1,314 have been arranged for cultural and sports purposes; 7,952 have been arranged as offices and facilities for administrative and public service agencies. The number of surplus houses and land that need further processing is 9,056.
Regarding cars, up to now, 3,232 commune-level administrative units have been equipped with cars for work (accounting for 97.32%); 73 communes have not been equipped. Up to now, 100% of administrative units have been fully equipped with machinery and equipment for work.
At the conference, delegates and local leaders focused on discussing and clarifying the results of the implementation of the arrangement and handling of headquarters and public assets after the reorganization of the apparatus and administrative units; at the same time, analyzing the difficulties and obstacles in the implementation process related to: handling of real estate assets under the management of the Ministry of Finance; providing public vehicles for commune-level administrative units...

Concluding the conference, the Deputy Minister of Finance emphasized: The assignment of management and use of all remaining houses and land must be completed in 2025 according to the requirements and directions of the Government and the Prime Minister. Therefore, from now until the end of 2025, the workload is still quite large.
He requested: Localities should strengthen the direction of the work of arranging and handling headquarters and public assets according to the 2-level local government model; at the same time, assign tasks and directly organize inspections, urge, promptly resolve and remove arising problems within their authority. Localities should continue to review and fully issue documents implementing central documents, especially regulations on decentralization of management and use of public assets; issue regulations on standards and norms for the use of specialized public assets...
He also requested that the advisory agencies under the Ministry of Finance and central ministries and branches actively coordinate with localities to arrange public assets and surplus assets, ensuring effective use and no waste; during the implementation process, promptly report any problems so that the Ministry of Finance can find solutions.
This is a shared responsibility in the process of implementing the arrangement of the apparatus and organization of the two-level local government. The Deputy Minister of Finance requested localities, ministries and branches to actively coordinate to promptly and effectively handle surplus assets while ensuring facilities and means to serve public services for the commune-level administrative apparatus and agencies and units.
