(ABO) On the morning of June 7, under the chairmanship and direction of Politburo member and National Assembly Chairman Vuong Dinh Hue, the 15th National Assembly held a plenary session in the hall to continue questioning the third group of issues in the field of science and technology.

At the Questioning Session, the National Assembly questioned a group of issues in the field of science and technology, focusing on the following contents: National science and technology development strategy; solutions to promote the application and deployment of achievements and advanced scientific and technological products into life.

The application of high technology to serve socio -economic development, especially in the agricultural sector. The arrangement, management and use of the state budget for scientific research in recent times, the management and use of the national science and technology development fund.

Scientific research activities, transfer of scientific research results to the market of research units, institutes, schools, and public service units.

Mechanisms and policies to encourage private investment in research and application of science and technology. Implementation of policies and laws on enterprise science and technology development funds.

The National Assembly delegation of Tien Giang province attended the Question and Answer session on issues related to science and technology at the hall.

The Minister of Science and Technology Huynh Thanh Dat is responsible for answering. Deputy Prime Minister Tran Hong Ha; Ministers of Finance, Planning and Investment, Agriculture and Rural Development, Education and Training, Information and Communications, Health, Justice, Industry and Trade also participated in answering questions and explaining related issues.

At the Questioning Session, regarding the group of issues in the field of science and technology, the National Assembly Delegation (NAD) of Tien Giang province also registered to question Minister of Science and Technology Huynh Thanh Dat.

Specifically, the National Assembly Delegate of Tien Giang Province sent the following question to the Minister: In late 2022 and early 2023, a number of cooperatives and dragon fruit farming households in Long An and some southern localities had many complaints and recommendations revolving around copyright and the collection of copyright fees by an enterprise for the red-fleshed dragon fruit variety LD1 of the Southern Fruit Institute when exporting, especially to the Japanese and Korean markets. This incident raises many questions about protecting farmers' rights.

The delegates asked the Minister to state his views on this issue and the Minister's responsibilities so that farmers have the conditions to enjoy scientific research achievements (especially from public research institutions) as well as to have their rights best protected, in the context of our country participating in many trade agreements with strict regulations on copyright and intellectual property.

However, speaking to reporters of Ap Bac Newspaper, the leader of the National Assembly Delegation of Tien Giang Province said that due to the running out of time in the afternoon, the questions from the National Assembly Delegation of Tien Giang Province were sent in writing to the Minister of Science and Technology and will be answered by the Minister according to regulations. After receiving the Minister's answer, the National Assembly Delegation of Tien Giang Province will inform voters in the near future.

Concluding the Question and Answer Session on issues in the field of science and technology at the 5th Session of the 15th National Assembly, National Assembly Chairman Vuong Dinh Hue said that a record number of delegates registered to question during the Question and Answer Session. There were 32 delegates participating in the Question and Answer Session, with 20 delegates asking questions and 12 delegates debating. There were 92 delegates registered to question and 3 delegates registered to debate, but due to time running out, they were unable to question and speak. The National Assembly Chairman requested that the delegates send their questions to the Minister for written responses as prescribed.

Minister Huynh Thanh Dat has held the position of Commander of the Science and Technology sector since the end of the XIV term (from the 10th Session), but this is the first time he has answered questions before the National Assembly. As a scientist and also the former leader of Ho Chi Minh City National University - a major training and scientific research center of our country, the Minister has a firm grasp of the current situation in the management field, the more he answers, the better he becomes, the more confident he becomes, and he answers fully and frankly the questions of the National Assembly deputies, with specific directions and solutions proposed for handling in the coming time.

Also participating in answering and clarifying issues related to the field of science and technology were: Deputy Prime Minister Tran Hong Ha; Minister of Finance, Minister of Agriculture and Rural Development, Minister of Planning and Investment.
