Given that the volume of repairs and road surface restoration work on National Highway 1, the BOT section through Ha Tinh, has not met the requirements, the Road Management Area II requests the Vietnam Road Administration to consider and decide on temporarily suspending toll collection based on regulations.

We request that the Vietnam Road Administration consider temporarily suspending toll collection on National Highway 1 (BOT section) through Ha Tinh province.

Cienco 4 mobilized machinery to excavate and repair Km 486 of National Highway 1, the section passing through Dau Lieu ward, Hong Linh town, on January 19th.

The Road Management Area II has submitted a report to the Vietnam Road Administration on the repair of damaged road surfaces and traffic safety systems on National Highway 1 bypass around Vinh City and National Highway 1 section from the south of Ben Thuy Bridge to the north of the bypass around Ha Tinh City, managed and operated by Cienco 4 Joint Stock Company (Cienco 4) under the BOT (build-operate-transfer) model.

The report, signed by Deputy Director of Road Management Area II Nguyen Duc Dung on January 23rd, states that from the beginning of 2023 to the present, the Vietnam Road Administration has issued one notice and five official letters; Road Management Area II and Road Management Office II.3 have conducted four on-site inspections and sent 25 official letters to the investor – Cienco 4 and the project enterprise – the BOT branch of the Vinh City bypass, including deadlines for rectifying existing issues on the route to ensure a smooth road surface, traffic safety, and maintain the lifespan of the project.

However, the repairs have been fragmented, small-scale, untimely, and have not addressed the actual extent of the damage. The repair work has not been thorough and has not met the committed timeframes and quality standards.

Therefore, Road Management Area II reported and recommended that the Vietnam Road Administration consider and decide to temporarily suspend toll collection as per the official letter dated March 7, 2023 and the official letter dated October 4, 2023.

We request that the Vietnam Road Administration consider temporarily suspending toll collection on National Highway 1 (BOT section) through Ha Tinh province.

Many sections of National Highway 1, from the south of Ben Thuy Bridge to the north of the Ha Tinh City bypass, have yet to be repaired.

Subsequently, on January 4, 2024, a working group from the Traffic Safety Committee of Ha Tinh province, led by Mr. Tran Bau Ha - Vice Chairman of the Provincial People's Committee and Deputy Head of the Standing Committee of the Provincial Traffic Safety Committee, along with relevant agencies and units, inspected the site of National Highway 1, from the south of Ben Thuy Bridge to the north of the Ha Tinh City bypass, and issued Conclusion Notice No. 03 on January 4, 2024.

The Road Management Area II has assigned the Road Management Office II.3 to take the lead, in coordination with the departments and agencies of Ha Tinh province, Cienco4, and the BOT branch of the Vinh City bypass, to review the site, select priority items and volumes for repair and remediation before the Lunar New Year of Giap Thin 2024. The volume of severely damaged road surface requiring repair before January 25, 2024 is 37,347.8 .

We request that the Vietnam Road Administration consider temporarily suspending toll collection on National Highway 1 (BOT section) through Ha Tinh province.

The work to address existing issues and repair the road surface on the 35km BOT section of National Highway 1 through Ha Tinh province has not yet met the requirements.

Recently, the BOT branch of the Vinh City bypass has taken advantage of favorable weather conditions, mobilizing machinery, equipment, and personnel to repair road surface damage and ensure traffic flow.

However, as of January 22, 2024, the volume of remedial work and road surface repairs has not met the requirements of Conclusion Notice No. 03 dated January 4, 2024, of the Traffic Safety Committee of Ha Tinh province and the directives of the Vietnam Road Administration.

Specifically, the volume of road surface repair reached 6,057.15 , of which 2,667.4/37,347.8 was severely damaged (reaching 7.2% according to the field inspection report) and 3,389.75 was damaged as part of the second major road overhaul project.

The traffic safety system, including touch-up painting, has only covered 197 , while other items have not yet been completed.

We request that the Vietnam Road Administration consider temporarily suspending toll collection on National Highway 1 (BOT section) through Ha Tinh province.

The Road Management Area II has requested the Vietnam Road Administration to consider and decide on temporarily suspending toll collection on National Highway 1, the Vinh City bypass route, and National Highway 1, the section from the south of Ben Thuy Bridge to the north of the Ha Tinh City bypass route.

For the reasons stated above, Road Management Area II requests the Vietnam Road Administration to consider and decide to temporarily suspend toll collection on National Highway 1 bypass route around Vinh City and National Highway 1 section from the south of Ben Thuy Bridge to the north of Ha Tinh City bypass, based on the regulations in Circular No. 45/2021/TT-BGTVT dated December 31, 2021, issued by the Minister of Transport, "Regulations on the operation of road toll stations".

The project to upgrade and expand National Highway 1, from the south of Ben Thuy Bridge to the north of the Ha Tinh City bypass, spans 35 km and costs over 2,400 billion VND. Cienco 4 is the investor under the BOT (build-operate-transfer) model.

The road was designed to meet the standards of a Class 3 road in a flat area, with 4 lanes for motorized vehicles and 2 lanes for non-motorized vehicles, and a road surface width of 20.5m. The project was completed and put into use in early 2014. The BOT branch of the Vinh City bypass is the unit responsible for managing and operating the road.

The Ben Thuy toll station and the Ben Thuy 2 toll station are two toll stations that recoup investment for the Vinh City bypass (Nghe An province ) and the project to upgrade and expand National Highway 1 from the south of Ben Thuy Bridge to the north of the Ha Tinh City bypass.

Over time, the road has repeatedly shown signs of damage, with many sections peeling off.

However, due to the lack of thorough repairs, the 35-kilometer stretch of National Highway 1 through Ha Tinh province is now severely degraded, posing a high risk of traffic accidents.

In light of this situation, the road management agency, the People's Committee of Ha Tinh province, and the Provincial Traffic Safety Committee have repeatedly requested Cienco 4, the BOT branch of the Vinh City bypass, to focus on addressing the shortcomings, deterioration, and damage to the road surface, ensuring safety for people and vehicles in traffic.

However, the investors and project companies have repeatedly missed deadlines; the remediation and repairs have not been thorough, failing to meet the time and quality requirements as committed.
