Proposing China to provide non-refundable aid to prepare a Feasibility Study Report for the investment project of the Lao Cai - Hanoi - Hai Phong railway line

During the visit and working session with Chinese agencies from March 24-26, 2025, Minister of Construction Tran Hong Minh, as Head of the delegation, highly appreciated the coordinated efforts of agencies and units of both sides in implementing the Government's direction and the common perception between the two Parties on accelerating railway projects connecting with China.

Regarding the Lao Cai - Hanoi - Hai Phong railway investment project, Vietnam wishes to speed up the process of reviewing and approving China's non-refundable aid to prepare a Feasibility Study Report. Minister Tran Hong Minh emphasized the desire to implement the project soon to ensure sufficient conditions for construction to start by the end of 2025 as required by the Government.

Minister Tran Hong Minh expressed his hope that the General Administration of International Development Cooperation of China and the National Development and Reform Commission of China would pay attention and support to soon complete important tasks such as: Approving and handing over diplomatic notes on non-refundable aid for the preparation of the Feasibility Study Report (F/s) of the Lao Cai - Hanoi - Hai Phong Railway Investment Project; introducing Vietnamese and Chinese enterprises to form joint ventures and cooperate to participate in the project, produce vehicles, materials and equipment for this important railway project.
