The Ministry of Education and Training has just announced the Draft Law amending and supplementing a number of articles of the Law on Education, including many changes.
One of the changes is to abolish the junior high school diploma, and have the principal confirm the transcript of the completion of the program instead of the Head of the DistrictEducation Department issuing the diploma as is currently the case. According to the Ministry of Education and Training, this is to ensure compliance with the policy of organizing two-level local government and in line with the goal of universalizing education, the current international trend.

In addition, the draft law also decentralizes the management of preschool, primary and secondary education facilities to the Chairman of the People's Committee at the commune level when implementing two-level local government. High schools or general schools with many levels of education are under the management of the Department of Education and Training, except for schools under the authority of the Minister of Education and Training.
According to the draft law, the authority to grant high school diplomas is also changed from the Director of the Department of Education and Training to the school principal. This is to implement the policy of decentralization and delegation of authority, in compliance with the principle of "where training is provided, where diplomas are granted".
In addition, the draft law also has a number of other changes such as eliminating the concept of secondary schools, universalizing preschool education from 3 years old, eliminating school councils at preschool and general education levels, supporting facilities for private schools...
