To continue to contribute to removing difficulties for people and businesses, supporting production and business, implementing the direction of the Government Standing Committee in Notice No. 56/TB-VPCP dated April 11, 2025, the Ministry of Finance drafted a Circular stipulating the collection rates of a number of fees and charges to continue to contribute to removing difficulties and supporting production and business activities.
According to the draft, from June 1, 2025 to December 31, 2026, the collection rates of some fees and charges are prescribed as follows:
Fee for granting a license to establish and operate a bank: Equal to 50% of the fee collection rate specified in Point a, Section 1, Fee Collection Rate Schedule in Clause 1, Article 4 of Circular No. 150/2016/TT-BTC stipulating the collection rate, collection and payment regime for fees for granting a license to establish and operate a credit institution; license to establish a foreign bank branch, representative office of a foreign credit institution, other foreign organizations with banking activities; license to operate providing intermediary payment services for organizations that are not banks.
Fee for granting a license to establish and operate a non-bank credit institution: Equal to 50% of the fee collection rate specified in Point b, Section 1, Fee collection rate schedule in Clause 1, Article 4, Circular No. 150/2016/TT-BTC.
Fee for exploitation and use of hydrometeorological information and data: Equal to 50% of the fee rate specified in the Fee Rate Schedule for Exploitation and Use of Hydrometeorological Information and Data issued together with Circular No. 197/2016/TT-BTC regulating the collection rate, collection, payment, management and use of fees for exploitation and use of hydrometeorological information and data.
Fire prevention and fighting design appraisal and approval fee: Equal to 50% of the fee calculated according to the provisions of Article 5 of Circular No. 258/2016/TT-BTC regulating the collection rate, collection, payment, management and use of fire prevention and fighting design appraisal and approval fees.
Fee for granting a License to operate sending workers to work abroad for a limited period: Equal to 50% of the fee collection rate specified in Section 1 of the Fee Collection Rate Schedule in Article 4 of Circular No. 259/2016/TT-BTC stipulating the collection rate, collection, payment, management and use of document verification fees, and fees for granting a License to operate sending workers to work abroad for a limited period.
Appraisal fee for granting International Travel Service Business License, Domestic Travel Service Business License: Equal to 50% of the fee collection rate prescribed in Clause 1, Article 4 of Circular No. 33/2018/TT-BTC stipulating the collection rate, collection, payment and management regime for appraisal fees for granting International Travel Service Business License, Domestic Travel Service Business License; appraisal fee for granting tour guide cards; fee for granting License to establish representative offices in Vietnam of foreign travel service businesses.
Fee for issuing, changing, re-issuing ID cards: Equal to 50% of the fee collection level prescribed in Article 4 of Circular No. 73/2024/TT-BTC regulating the collection, exemption, collection and payment regime of fees for issuing, changing, re-issuing ID cards....
The above fee applies to the use of online public services.
From January 1, 2027 onwards, the collection rates of the above-mentioned fees and charges shall comply with the provisions of the original Circulars, Circular No. 63/2023/TT-BTC and amended, supplemented or replaced Circulars (if any).
The Ministry of Finance said that with the above reduction and application period, it is expected that implementing this policy will support people and businesses with more than 3,000 billion VND.
