The Provincial Traffic Project Management Board has sent a document to the Lam Dong Department of Finance to review, synthesize, and report to the Provincial People's Committee on solutions to difficulties facing key local traffic projects due to conflicts between plans.
According to the Lam Dong Provincial Transport Project Management Board, the unit is currently implementing many key construction investment projects; including the Tan Phu - Bao Loc and Bao Loc - Lien Khuong Expressway Projects. However, during the implementation process, the projects encountered some difficulties due to planning problems.
For the Tan Phu ( Dong Nai province) - Bao Loc (Lam Dong province) expressway construction project under the public-private partnership method, the area overlaps with the planning boundary in Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister of about 224,151 hectares (equivalent to about 36.68 km).
The Bao Loc - Lien Khuong Expressway construction investment project under the public-private partnership model (phase 1) has an overlapping area with the planning boundary in Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister of about 1,347 hectares (equivalent to about 0.15 km).
Project to upgrade the road connecting from DT.725 road, Bao Lam district, Lam Dong province to the border of Dak Nong province: Currently, the project has completed the basic design step, the project is mainly upgraded on the basis of following the current route direction with a length of 26.15 km. However, there are up to 16.7 km of overlapping scope with the mineral planning approved by Decision No. 866/QD-TTg dated July 18, 2023 of the Government, so it is not possible to speed up the approval and implementation of the project at present.
The investment project to build the road connecting Thanh My - Lien Nghia urban area; the project to build the DT.729 road connecting Lam Dong province with Binh Thuan province; the investment project to build the Da Lat city bypass from the foot of Prenn pass to Xuan Tho commune also encountered difficulties in planning.
Specifically, all 3 projects have basic routes according to the approved provincial traffic planning, but at some local locations, due to technical factors, the scope of land occupation does not exactly match the Prime Minister's National Forestry Planning for the period 2021 - 2030 with a vision to 2050.
Therefore, the Lam Dong Provincial Transport Project Management Board proposes that the competent authority report to the Prime Minister to adjust the boundary of the bauxite mineral planning under the Planning for exploration, exploitation, processing and use of minerals for the period 2021 - 2030, with a vision to 2050 according to Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister for existing works and projects that existed before the time of mineral planning according to Decision No. 866/QD-TTg.
Propose that departments and branches approve local adjustments to some route locations to ensure technical factors of the route compared to the Lam Dong Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1727/QD-TTg dated December 29, 2023 and the National Forestry Planning for the period 2021 - 2030 with a vision to 2050 approved by the Prime Minister in Decision No. 895/QD-TTg dated August 24, 2024 (for transport projects where local adjustments do not change the scale and direction of the planned main route).
