Di Linh: Adapting to EU regulations on combating forest degradation

Di Linh is the largest coffee producing locality in Lam Dong province with about 45.6 thousand hectares, annual output reaching over 150 thousand tons. In addition, the locality is strongly developing other valuable industrial crops such as macadamia, avocado, durian, etc. Therefore, Di Linh district has soon had a plan to gradually adapt to the European anti-deforestation regulations (EUDR).

Mr. Tran Duc Cong - Chairman of Di Linh District People's Committee said that the district leaders have directed the implementation of traceability measures for coffee of origin that does not cause deforestation and forest degradation according to EUDR regulations, in order to prepare and fully comply with the regulations when the law comes into effect, ensuring sustainable export and the rights of local people.

Based on the study of EUDR regulations and the characteristics and production situation of the locality, Di Linh district has developed an EUDR-adaptive agricultural action plan. The budget for Di Linh district to implement this plan is about 22.8 billion VND. Of which, the state budget is 9 billion VND, the mobilized source from non-governmental organizations is 4.8 billion VND and the capital from the people and enterprises is about 9 billion VND.

Mr. Vu Hong Long - Head of the Department of Agriculture and Rural Development of Di Linh district informed more: To achieve the above goal, Di Linh district has strengthened the propaganda and dissemination of EUDR regulations and the goal of sustainable agricultural and forestry development extensively and continuously to raise awareness of local authorities at all levels and related agencies, units and organizations; industry associations; organizations, enterprises; cooperatives, communities and people; especially farmers producing, supplying raw materials, and processing goods affected by EUDR regulations.

Di Linh district is also implementing the construction of a forest map database that meets EUDR requirements. After completing the EUDR forest map and data system, converting it to KMZ format (a file format used by Google Earth to store location markers, overlays, 3D models and geographic data) to connect to the database system of growing areas for products affected by EUDR regulations and market requirements to help export enterprises trace the origin of products and provide explanations when requested.

Based on the database on the current status of forest resources in Di Linh district and the results of annual forest monitoring; using high-quality remote sensing data and combining field inspections to build forest boundaries on December 31, 2020; at the same time, analyzing and determining points of loss or change in forest status after December 31, 2020; delimiting forest types according to planning and forest areas according to the level of risk of deforestation and forest degradation.

Based on the digital cadastral map system, combine the organization of investigation and survey of agricultural land use at farms, gardens... to build a database of growing areas to create products affected by EUDR regulations and market requirements. In the immediate future, focus on crop species affected by EUDR regulations and some major crops of the district. Investigate, review and supplement areas without cadastral maps (land use right certificates have not been issued) on crop species. Thereby, determine the area of ​​growing areas that overlap with forestry areas (map and in the field).

Based on data on forests and plantation areas, production areas are classified according to the risk level of production causing damage to forests according to 3 levels set by EUDR: High-risk production areas (agricultural production areas adjacent to, interspersed with forests, lacking cadastral information and at risk of production causing damage to forests); medium-risk production areas (agricultural production areas adjacent to, interspersed with plantation forests planned for the purpose of exploiting timber materials but lacking cadastral information); low-risk production areas (concentrated plantation areas far from stably cultivated forests, with full cadastral information and not related to deforestation or forest degradation).

Develop and implement traceability along the supply chain to the region, linked to the location of points (GPS) and digital boundaries (Polygon) of each garden for the industries affected by EUDR and other key industries of the district. Based on the data, information is completed; coordinate with sponsors, agencies, units, and enterprises to develop an information sharing mechanism based on current regulations and instructions of the Ministry of Agriculture and Rural Development .

According to preliminary estimates, about 20% of the agricultural land area of ​​Di Linh district (mainly coffee land) will be classified into production areas at medium and high risk levels related to deforestation and forest degradation. Most of the gardens and farming households in these two groups of areas are ethnic minorities and in remote and disadvantaged areas such as Son Dien, Gia Bac, Bao Thuan, Dinh Trang Thuong, Tam Bo communes. Therefore, Di Linh district also conducted surveys and proposed to develop projects and support programs for groups of farming households living and farming near forests to strengthen forest protection and development and improve livelihoods for vulnerable groups of farmers and farmers in remote and disadvantaged areas. At the same time, continue to effectively implement the Project "Strengthening forest management and protection, preventing deforestation and encroachment on forestry land; restoring and developing forests in Lam Dong province in the period of 2020 - 2025, with a vision to 2030" and closely monitor coffee areas interspersed with forests.

In addition, Di Linh district also continues to apply sustainable certificates to the coffee and wood industries being deployed in the district to comply with EUDR regulations. Specifically, for the coffee industry, it will continue to develop sustainable coffee production with certifications or certificates including: Fairtrade, Organic, RA (Rainforest Alliance), 4C. For the wood industry, in the context of stopping the exploitation of natural forests to respond to climate change in the Central Highlands and the country, Di Linh district continues to maintain the implementation of sustainable forest management plans for forestry companies that have been granted FSC-CoC forest certification for planted forests.

Continue to implement financial technical support activities from international organizations such as the EU, UNDP, IDH, 4C Organization, etc. to implement programs and projects that approach forest landscape improvement, sustainable farming, resource protection and social security to contribute to reducing deforestation and forest degradation, and coordinate with provincial and central units to develop programs and projects to call for investment from the private sector and international funding.
