In recent times, to ensure that the work of receiving citizens, handling petitions, and resolving complaints and denunciations is carried out in an orderly manner and achieves high quality and efficiency, the Provincial Party Committee and the Provincial People's Committee have focused on leading and directing agencies, units, and localities to thoroughly understand and strictly implement legal documents and directives from the Central Government and the province. They have directed and urged all levels, sectors, and localities to enhance the responsibility of leaders in receiving citizens and resolving complaints and denunciations. They have also strengthened coordination and leveraged the combined strength of the entire political system in the work of receiving citizens and resolving complaints and denunciations. Annually, the Provincial People's Committee issues a plan for inspection and review and directs departments, agencies, and the People's Committees of districts, towns, and cities to conduct self-inspections.

From 2022 to June 30, 2024, the entire province received 3,235 visits from 3,991 citizens; received 5,100 petitions; 4,158 petitions were eligible for processing, involving 4,158 cases. Regarding the handling of complaints and denunciations, the total number of petitions within the jurisdiction was 73, of which 60 have been resolved; the number of cases within the jurisdiction was 34, of which 31 have been resolved.

With the attention and guidance of the Provincial Party Committee and the Provincial People's Committee; under the direction of the Government Inspectorate ; and with the coordination of departments, agencies, mass organizations, and localities, the state management of citizen reception and handling of complaints and denunciations has been gradually improved, contributing to the fulfillment of the province's political tasks.

Speaking at the working session, the head of the working group, Nguyen Duy Binh, assessed that the work of receiving citizens and resolving complaints and denunciations has been given attention and directed by the Dien Bien Provincial People's Committee, especially the regular citizen reception by the heads of administrative agencies at all three levels in the locality, linking citizen reception with the resolution of complaints and denunciations. He requested the Dien Bien Provincial People's Committee to pay more attention to the team of officials receiving citizens, especially the specialized team. He also requested that resources be allocated to training and professional development for officials working in citizen reception and complaint resolution; especially skills and experience in receiving citizens and handling letters related to personnel matters of the Party Congress at all levels, and candidates for the election of People's Council and National Assembly representatives for the 2026-2031 term.

In the coming period, Dien Bien province will continue to proactively and promptly handle and resolve complaints and denunciations, especially those involving large numbers of people, complex issues, and protracted cases; closely monitor and understand the situation to resolve issues from the outset, preventing the occurrence of "hot spots" that complicate political security and social order. The province will strengthen the dissemination and education of laws on citizen reception and complaint resolution; enhance grassroots mediation and state management of citizen reception and complaint resolution. Emphasis will be placed on closely monitoring the situation at the grassroots level, listening to the concerns and aspirations of the people, engaging in timely dialogue, and directing the resolution of issues in a fair and reasonable manner, ensuring the legitimate rights and interests of the people.

Dien Bien Province proposes and recommends the completion of the Law on Citizen Reception to be consistent with the Law on Complaints and Denunciations; the Decree stipulating administrative penalties for violations in the field of citizen reception and complaints and denunciations; and regulations on reviewing administrative complaint resolution decisions that have become legally effective if violations are discovered. It also proposes the development of a coordination mechanism between the Central Citizen Reception Board and local authorities; the early issuance of guiding documents on the process for handling citizen petitions and complaints; and the upgrading and improvement of the national database system on complaints and denunciations to conform with current legal regulations. Furthermore, it suggests organizing training for localities on the use of the national database system software for complaints and denunciations.
