Tobacco, e-cigarettes, and new addictive substances have been gradually penetrating the school environment at all three levels from primary, secondary to high school and among young people. Statistics from the Ministry of Health show that the rate of 13-15 year old students using e-cigarettes has more than doubled, from 3.5% in 2022 to 8% in 2023, showing a worrying trend among young people.

The World Health Organization (WHO) says that globally, nearly 37 million children aged 13–15 are using tobacco products, with e-cigarette use among adolescents surpassing that of adults in many countries.
Faced with the harmful effects of e-cigarettes, the National Assembly agreed to ban the production, trading, import, storage, transportation, and use of e-cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025, ensuring public health, social order, and safety.

Responding to World No Tobacco Day, May 31, towards the month of action for children, today, Nghe An Department of Education and Training, Nghe An Provincial Youth Union in collaboration with Tien Phong Newspaper organized the Forum What I Want to Say in 2025 with the theme: Say no to cigarettes, e-cigarettes, new addictive substances.
