Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Nai Province Thai Bao said that to implement the Resolution, the Provincial Party Committee and the Standing Committee of the Dong Nai Provincial Party Committee have concretized it into 25 documents to direct the implementation. The Standing Committee of the Dong Nai Provincial Party Committee and the Standing Committee of the Binh Phuoc Provincial Party Committee have agreed to direct the district and city Party Committees to urgently complete the projects and personnel plans. The Standing Committee of the Provincial Party Committee will meet and approve the key personnel plans of 95 (new) communes and wards of the two provinces. After the new commune Party Committee is established and key leadership positions at the commune level are assigned, the commune Party Committee will prepare the conditions to organize the commune-level Party Congress for the 2025-2030 term, ensuring completion before August 31, 2025 as prescribed. Currently, the Standing Committees of the two provinces are continuing to coordinate to prepare the content of documents and prepare to organize the Congress of Delegates of the Dong Nai Provincial Party Committee (after the merger). Leaders of Dong Nai and Binh Phuoc provinces pointed out a number of limitations, difficulties, problems and made recommendations and proposals to the Central Government.
Comrade Phan Dinh Trac acknowledged and commended the positive results that Dong Nai and Binh Phuoc provinces have made efforts to achieve in the past time. He highly appreciated the two provinces for implementing the Resolution with high political determination, urgency, responsibility, overcoming difficulties and challenges in accordance with the spirit of "running and lining up at the same time", so far the basic tasks have ensured the set progress. The two provinces have studied, thoroughly grasped, developed projects, programs, plans, and assigned specific responsibilities in implementing Resolution 60, the 11th Central Conference; promptly issued directives to concretize Directive 45-CT/TW of the Politburo and the Plan to organize Party Congresses at all levels for the 2025-2030 term; paid attention to arranging, assigning, and implementing regimes and policies for cadres; organize to collect public opinions on the draft Resolution amending and supplementing the 2013 Constitution... Meanwhile, the two provinces still ensure the task of socio-economic development, not to affect the people and businesses.
The working delegation noted the difficulties, obstacles, recommendations and proposals of Dong Nai and Binh Phuoc to synthesize and report to the Politburo and the Secretariat through the Central Organizing Committee to promptly direct the resolution of difficulties, obstacles and shortcomings arising in practice, contributing to the effective implementation of the Resolution.
Comrade Phan Dinh Trac pointed out that there is not much time left, the workload is still very messy, requiring to speed up the progress compared to the old timeline; noting a number of issues for the Standing Committees of Dong Nai and Binh Phuoc provinces to lead and direct in the coming time. The two localities carefully study the documents, regulations, and specific instructions of the Central Government to implement correctly and consistently; pay attention to strictly implementing the regime of reporting the situation and results of weekly task implementation, especially difficulties and obstacles.
The two provinces firmly maintain the principles and procedures in personnel work according to the instructions, ensuring strictness, democracy, objectivity, transparency, fairness, impartiality, and compliance with regulations; pay attention to the proportion of female cadres, young cadres, cadres from ethnic minorities, cadres with scientific and technological qualifications in the Party Committee and the harmonious structure between localities; absolutely avoid local tendencies, local ideology, "group interests", and negativity in assigning, arranging, and introducing cadres; build a collective of exemplary moral qualities, leadership capacity, solidarity, and high unity, first of all in the Standing Committee of the Party Committee, Standing Committee of the Party Committee at the provincial and communal levels, and leaders of agencies and units after the merger.
The two provinces need to seriously, fully, promptly and in accordance with regulations and policies for cadres, civil servants, public employees and workers affected by the rearrangement process; focus on inspecting, investigating and thoroughly handling corruption, waste and negativity cases related to personnel for Party congresses at all levels and the 14th National Party Congress...
The Standing Committees of Dong Nai and Binh Phuoc provinces led and directed the organization of the Party Congresses at the commune level and the Party Committees directly under the Provincial Party Committees, and prepared for the organization of the Party Congresses at the provincial level to ensure the progress and requirements according to Directive 45-CT/TW of the Politburo; well implemented the collection of public opinions on the draft resolution amending and supplementing a number of articles of the 2013 Constitution; focused on leading and directing the tasks of socio-economic development, social security, employment, and temporary housing elimination, ensuring the proper implementation of the set growth targets.
