Working delegation of the Embassy of Japan, UNICEF and IOM worked with Cao Bang province

On the afternoon of April 8, a delegation from the Embassy of Japan led by Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan, UNICEF led by Ms. Silvia Danailov, Chief Representative of UNICEF in Vietnam, and IOM led by Ms. Kendra Rinas had a working session with Cao Bang province. Receiving and working with the delegation was Mr. Nguyen Hoang Hiep, Deputy Minister of Agriculture and Environment. On the Cao Bang side, there was Mr. Hoang Van Thach, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and leaders of a number of departments and branches.

At the meeting, Cao Bang province informed about storm No. 3 and its circulation that caused heavy damage to people and property in 2024. The Provincial People's Committee called for and mobilized support and emergency disaster relief from the Government, international and domestic organizations, and philanthropists to overcome the consequences of natural disasters, provide social security, and stabilize people's lives. In particular, Cao Bang province has received emergency relief and emergency aid from the Government of Japan through UNICEF and IOM. To date, it has carried out intervention activities and support to overcome the damage of storm No. 3 for child victims; provided 3,400 sets of essential supplies to families with children in 4 districts heavily affected by the storm, including Bao Lam, Bao Lac, Nguyen Binh, and Ha Quang. The project "Emergency support and early recovery of clean water and sanitation for provinces affected by super typhoon No. 3 - Yagi" sponsored by UNICEF in Cao Bang province has repaired clean water supply equipment and installed water filtration systems in 12 schools in 2 districts of Bao Lam and Bao Lac; supported 420 water tanks with more than 2,000 beneficiaries; supported 448 water filters for 2,200 beneficiaries... For the document "International emergency aid to overcome the consequences in some northern provinces severely damaged by typhoon Yagi and floods" sponsored by the International Organization for Migration (IOM), 1,100 boxes of essential household goods have been distributed to nearly 5,000 people in 8 communes of 4 districts of Nguyen Binh, Hoa An, Ha Quang, Bao Lam, each box worth 1.6 million VND. Donated equipment to the community emergency response team and supported the construction of a community shelter in Bao Lac district, which is expected to be a safe shelter for at least 150 people when natural disasters occur.

Speaking at the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized that Cao Bang is one of the provinces most severely damaged by Typhoon Yagi. Thanking the timely support of the Japanese Government for helping people overcome the consequences and stabilize their lives, up to this point, needs such as clean water, environmental sanitation, and basic food have returned to normal. Deputy Minister Nguyen Hoang Hiep hopes that the Ambassador and the Japanese Government will continue to study and support the implementation of the "Project to enhance resilience to natural disaster risks" phase 2 through UNICEF. Regarding IOM, the Deputy Minister suggested that the organization continue to support safe storm shelter sources not only in the northern mountainous region but also in many other areas.


Japanese Ambassador Extraordinary and Plenipotentiary Ito Naoki informed about a number of support programs for Vietnam, including 5 northern provinces and cities.

Thanking Cao Bang province for its warm welcome, Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan, shared the losses suffered by the province due to the impact of storm No. 3, and expressed his joy at the socio-economic recovery of Cao Bang in recent times. Currently, the Japanese Government has a program to continue supporting Vietnam, including a number of projects on building small-scale infrastructure works to prevent and proactively respond to natural disasters and climate change, including 5 northern provinces. We hope that the Ministry of Agriculture and Environment of Vietnam can support the handling of procedures so that the Government of Japan can provide timely support. Regarding the second phase of the "Project to Enhance Resilience to Natural Disaster Risks" in cooperation with UNICEF, the Embassy of Japan will forward the proposal to the Government for consideration.

At the meeting, the Head of UNICEF Vietnam and the Head of IOM delegation highly appreciated the cooperation of relevant departments, agencies and sectors and expressed their gratitude to the parties for their coordination in overcoming natural disasters and building models for people to rebuild their lives better. At the same time, the organizations will continue to provide support in the coming time to better respond to natural disasters and storms and floods; committed to continuing to accompany the Vietnamese government in general and Cao Bang province in particular to build strong communities.

Speaking at the meeting, Mr. Hoang Van Thach, Vice Chairman of the Provincial People's Committee, expressed his pleasure to welcome the delegation of the Embassy of Japan, UNICEF and IOM to visit and work in the province. Expressing his gratitude for the Japanese Government and international organizations' support and stabilization of people's lives during the most difficult time. Through the visit and working session, the Vice Chairman of the Provincial People's Committee hoped that the Embassy of Japan would continue to pay attention to and support Cao Bang province, introduce and connect potential Japanese enterprises and investors to learn, research and survey FDI projects in the province; continue to help the province access ODA resources, non-refundable support capital from government and non-governmental agencies and organizations; support the province in the field of labor under the cooperation program between localities. With the support of the Japanese Government and international organizations, Cao Bang province commits to directing local agencies and authorities to proactively coordinate with sponsors and relevant agencies and units to implement contents and activities to ensure transparency, correct targets, and avoid duplication of contents supported by similar programs and projects.
