Participating in giving comments on the draft Law on Railways (amended), National Assembly deputies said that this amendment to the Law not only meets the requirements of modernizing and synchronizing the railway transport system but also creates a favorable legal corridor for developing infrastructure, railway industry and attracting investment from economic sectors.
The revised Law Project focuses on applying science and technology, enhancing international cooperation and improving the quality of human resources, which according to delegates will contribute towards a sustainable railway industry development and strong integration with the region and the world.
The draft Law also demonstrates the responsibility of the police force to ensure security, order and safety in railway operations, such as: checking and controlling people, goods and vehicles participating in traffic; investigating, verifying, resolving accidents and handling violations of the law on railway traffic; coordinating with relevant organizations and individuals to ensure security and order in railway operations.
Commenting on the requirements for railway infrastructure in Article 10 of the draft law, delegates said that this is new content compared to the provisions of the current 2017 Railway Law. Therefore, to ensure clarity and transparency, it is recommended to consider adding requirements for each type of railway according to the classification of the Vietnamese railway system. At the same time, add provisions on cooperation models, transparent bidding mechanisms and investor rights in railway infrastructure development; focus on the application of digital technology and artificial intelligence in operations and management...

Participating in the discussion at the Group, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, highly agreed with the necessity of amending the Railway Law; at the same time, he requested the Drafting Committee to study and adjust the wording.
“The draft law does not necessarily stipulate the allocation of land according to planning to develop railway infrastructure and railway industrial works; nor should it stipulate the exemption or reduction of land use fees and land rent for land reserved for railways according to the provisions of the Land Law,” according to delegate Mai Van Hai.
Along with that, the draft law needs to consider the policy mechanism for the State budget to support a part of the development investment capital from the State budget and preferential credit capital for organizations participating in railway business activities in areas with difficult or especially difficult socio-economic conditions; it is necessary to assign the Government to stipulate the conditions and criteria for accessing preferential loans or receiving support from the State budget in railway business activities...
Participating in giving opinions on the investment policy of the Ho Chi Minh City Ring Road 4 construction investment project, the National Assembly deputies said that the investment in the construction of Ho Chi Minh City Ring Road 4 is necessary. The project will contribute to improving the competitiveness of the economy; meeting the requirements of connectivity, freight and passenger transport, serving socio-economic development, ensuring national defense and security.
In particular, it will create connections between economic and political centers, localities, international seaports, international airports...; meet the inter-regional transportation needs of the Southeast, South Central, Southwest, Central Highlands and connect with Cambodia; connect industrial parks, seaports and international airports; connect urban areas, expand and develop urban areas.
In his concluding remarks at the Working Group, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Thanh Hoa Province, said that the opinions expressed at the Working Group were all valid, based on practical situations, and were an important basis for the Drafting Committee to study, absorb, and complete the draft Law on Railways (amended) and the investment policy for the Ho Chi Minh City Ring Road 4 Construction Investment Project. The opinions will be fully synthesized and sent to the drafting agencies according to regulations.
