According to Decree No. 06/2022/ND-CP of the Government regulating the reduction of greenhouse gas emissions and ozone layer protection, establishments that must conduct greenhouse gas inventories are establishments with annual greenhouse gas emissions of 3,000 tons of CO2 equivalent or more or with total annual energy consumption of 1,000 tons of oil equivalent (TOE) or more. Every 2 years, establishments that must conduct greenhouse gas inventories (the list of establishments is issued by the Prime Minister) are responsible for organizing the inventory, developing a grassroots inventory report from 2024 onwards and sending it to the Provincial People's Committee before March 31 from 2025 for appraisal; completing the grassroots greenhouse gas inventory report and sending it to the Ministry of Agriculture and Environment .
Recently, the Department of Science and Technology has researched and completed the method of calculating greenhouse gas emissions in 6 areas according to Decree No. 06/2022/ND-CP, including: energy; transportation; construction; industry; agriculture , forestry and land use; waste. Along with that, collecting information, preparing analysis and calculation reports and building preliminary greenhouse gas emission baselines for the above 6 areas and selecting the waste sector to calculate in detail the current status of greenhouse gas emissions and forecasts to 2030. This is also a program to implement the project "Building Da Nang - Environmental City" in the period of 2021-2030.
Mr. Nguyen Thanh Tri, an expert from the Center for Energy Conservation and Technology Transfer Consulting in Da Nang (Department of Science and Technology), said that there are currently 31 establishments in Da Nang that must conduct greenhouse gas inventories according to the provisions of Decree No. 06/2022/ND-CP with a periodic inventory frequency of every 2 years; of which, 22 establishments are in the industry and trade sector, mainly industrial production establishments; 8 construction establishments and 1 environmental establishment. Deputy Director of the Department of Science and Technology Le Son Phong said that legal documents clearly stipulate the list of sectors and establishments that must conduct greenhouse gas inventories and clearly stipulate the roles and responsibilities of enterprises in participating in reducing greenhouse gas emissions according to the roadmap...
The inventory and development of greenhouse gas inventory reports in the city not only serve the greenhouse gas emission reduction plan, but also have important significance for the pilot implementation of financial mechanisms to implement greenhouse gas emission reduction measures according to carbon credit exchange and offset mechanisms stipulated in Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
According to records, in 2024 and early 2025, relevant departments and units of the city organized many training activities, guided and urged 30 enterprises to develop greenhouse gas inventory reports at their facilities to submit to the City People's Committee before March 31. However, by mid-May 2025, more than 40% of the total number of enterprises submitted this report to the city. In this situation, departments and branches continued to urge and guide enterprises to submit greenhouse gas inventory reports and develop plans to reduce greenhouse gas emissions.
The Department of Construction has just requested the owners of 32 construction material manufacturing facilities and commercial buildings to coordinate in providing information to serve the management of emissions and mitigation of greenhouse gas emissions in the construction sector, including 8 enterprises on the list of establishments required to inventory greenhouse gases, 18 enterprises on the list of key energy-using establishments from 2014 to present and 6 other construction material manufacturing enterprises. The Department of Industry and Trade said that it has urged 22 manufacturing and processing enterprises to submit greenhouse gas inventory reports. The City People's Committee has just issued a document assigning the Department of Construction and the Department of Industry and Trade to continue urging establishments to inventory greenhouse gases according to regulations.
