During the National Assembly's question-and-answer session on the morning of June 19, delegate Hoang Quoc Khanh ( Lai Chau delegation) asked about support for implementing green projects and circular projects.

According to this delegate, the National Assembly has passed Resolution 198 stipulating that businesses, business households, and individuals will receive a 2% interest rate when implementing green projects and circular projects. However, voters are concerned about the implementation method because previous Resolutions with the same goal achieved low results.

Delegates asked about the Minister of Finance 's plan to put these interest rate support policies into practice.

Responding to delegates, Minister of Finance Nguyen Van Thang emphasized that it is very valuable for businesses to transform to a circular business model and meet ESG sustainability standards.

In the context of deep integration and fierce global competition, one of the barriers is the difficulty in accessing green finance, especially for small and medium enterprises (SMEs), which account for 98% of the total number of enterprises in the country.

Resolution 68 stipulates that private enterprises, business households, and individuals are supported with 2% interest when implementing green projects and circular projects. However, the implementation of the policy may still cause some concerns. The Minister of Finance admitted that similar support policies have not been effective in the past.

"The Ministry of Finance has learned from experience and has solutions to effectively implement the interest rate support program in the near future," Mr. Nguyen Van Thang shared.

He also proposed specific solutions to put support policies into practice. The first is to develop clear and feasible guidance documents. Previously, many policies were unclear, leading to subordinates not being able to implement them well.

The Minister added that the agency also developed a plan to support interest rates through two channels, including the extra-budgetary financial fund system and the commercial banking system. Regarding the fund, the Ministry of Finance has developed a policy and will report it this year.

As for the banking system, the Ministry of Finance will build towards innovation to overcome the shortcomings of previous policies. The Minister also pledged to make it transparent and ensure feasibility.

In addition, Mr. Thang said that in the coming time, he will also allocate adequate resources, supplement capital for funds (environmental protection fund, local funds, etc.) and have a mechanism for banks to make loans at prescribed interest rates.

Previously, in the question-and-answer session with delegate Nguyen Van Danh (Binh Duong delegation), Minister Nguyen Van Thang also emphasized the principle of not developing industrial zones at all costs, to avoid the situation of widespread industrial zones.

Accordingly, current regulations require provinces and cities not to open new industrial parks if the occupancy rate of existing parks does not meet 60%. This ensures balanced distribution between regions, avoids abandoned infrastructure, and encourages localities to switch to new, environmentally friendly industrial park models.
